The Position:

The Programme Analyst is responsible for providing technical inputs to the planning, conceptualization, implementation, monitoring and evaluation of humanitarian preparedness and response initiatives of the country programme.

You will maintain collaborative relationships with the government line ministries and departments, civil society constituents, the United Nations funds, programmes and specialized agencies and other development organizations.

You will report directly to the International Humanitarian Coordinator.

Job Purpose:

In a highly complex operating environment, you will play a key role in contributing to the prioritization and effective management of UNFPA interventions o the effective management of UNFPA activities in the areas of humanitarian preparedness and response.

You will facilitate the delivery of humanitarian preparedness and response workplans and the appropriate application of systems and procedures. You will provide information on achievement of results in the implementation of the humanitarian preparedness and response projects.

You will be expected to analyze and assess relevant political, social and economic trends and provide substantive inputs to project formulation and integrating humanitarian and development agendas

You would be responsible for:

A. Humanitarian Coordination and Programme Prioritization

• Identify areas of collaboration with humanitarian agencies, national and provincial counterparts to integrate sexual and reproductive health, youth, gender and gender-based violence (GBV) issues in their plans and programmes.

• Liaise with field humanitarian actors including community organizations, faith-based organizations, and community leaders to increase their participation in the process of humanitarian planning, monitoring and evaluation activities.

• Participate and ensure inclusion of sexual and reproductive health, youth, gender and GBV concerns in joint Humanitarian Country Team and inter-cluster missions and other rapid assessments;

• Coordinate field level humanitarian interventions and represent UNFPA at Cluster/Working Group coordination meetings to share knowledge and ensure comprehensive understanding. Ensure inclusion of UNFPA mandate through participation in existing clusters.

• Assist in providing regular updates to the United Nations Office for the Coordination of Humanitarian Affairs and cluster leads on UNFPA’s humanitarian interventions for further inclusion in situation reports. Track and provide regular updates on humanitarian interventions supported by UNFPA.

• Liaise with clusters (such as health, protection, water and sanitation, camp management, education, logistics, early recovery) to ensure inclusion of the relevant elements of the Minimum Initial Service Package (MISP) for Sexual and Reproductive Health in Crises in their cluster response.

• Help create and document knowledge about emergency preparedness and response issues by analysing programme, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and share with management for use in knowledge sharing and planning future strategies.

• Assist in integrating humanitarian and development agendas.

• Assist in the preparation of strategy documents, briefing papers and appeal documents, and participate in coordination meetings relating to emergency preparedness and response, with the subsequent follow up.

B. National Capacity Development

• Provide technical support in the activation of RH coordination mechanisms using existing government led structures and systems; Liaise with government counterparts at national and provincial levels in setting up Reproductive Health Working Groups to ensure multi-sectoral coordination for the implementation of the MISP for Sexual and Reproductive Health in Crises is in place and functional.

• Provide technical support to provinces, NGOs, and national government agencies in the conduct of capacity building activities on the MISP, clinical management of rape survivors and other health sector response on gender-based violence.

C.Advocacy and Resource Mobilization

• Assist in preparing relevant advocacy materials and updates for stakeholders, partners and donors.

• Advocate for inclusion of the Programme of Action of the International Conference on Population and Development in government emergency preparedness and response plans;

• Ensure that UNFPA is well positioned in resource mobilization efforts, including humanitarian funding mechanisms such as Consolidated Appeals Process, Pooled Funds, Common Humanitarian Funds, Flash Appeal, Emergency Response Fund and Central Emergency Response Fund

• Facilitate and participate in donor meetings and public information events, and prepare donor profiles, briefing notes, concept notes and project proposals

C. HumanitarianProgramme Delivery

• Visits refugee and host communities to conducts in-depth interviews with camp managers, humanitarian actors and agencies present on the ground to gather information on the immediate needs and concerns of vulnerable and affected populations. Join joint and inter-agency assessment mission.

• Oversee the procurement of emergency reproductive health kits and other commodities (such as dignity and hygiene kits) and monitor their distribution and utilization by the end user. Support initiatives targeting adolescent reproductive health needs in humanitarian settings.

• Prepare reproductive health related situation reports and matrices during emergencies.

Carry out any other duties as may be required by UNFPA leadership.

Qualifications and Experience

Education:

Advanced university degree in medicine, public health, social sciences, international relations or related field.

Knowledge and Experience:

• At least 2 years relevant and progressively responsible work experience in humanitarian programme development and management, finance, information technology;

• Experience in the implementation of the Minimum Initial Service Package for Sexual and Reproductive Health in Crises;

• Strong analytical, coordination and organization skills;

• Excellent writing, communication presentation and computer skills.

Languages:

Fluency in English and Urdu are required, knowledge of local languages is an asset.
