The Position:
The Gender-Based Violence (GBV) Analyst is responsible for securing technical inputs to the planning, conceptualization, implementation, monitoring and assessment of GBV interventions in development and emergency settings.
You will guide and facilitate the development and implementation of an integrated Sexual and Reproductive Health (SRH) and GBV preparedness and response interventions.
You will maintain collaborative relationships with the government line ministries and departments, civil society constituents, the United Nations funds, programmes and specialized agencies and other development organizations.
You will report directly to the International Humanitarian Coordinator

Job Purpose:
In a highly complex operating environment, you will contribute to the effective management of UNFPA activities in the area of GBV ensuring multi-sectoral approach to prevention, mitigation and response to GBV in development and emergency settings.
You will facilitate the delivery of UNFPA’s GBV workplans and the appropriate application of systems and procedures.
You will be expected to analyze and assess relevant political, social and economic trends and provide substantive inputs to project formulation and evaluation, joint programming initiatives and national development frameworks.
You would be responsible for:
A. Coordination and Partnerships
• Maintain well-functioning GBV sub-cluster (at the time of emergency) and GBV network (regular period) at the provincial level.
• Represent GBV Sub-Cluster and UNFPA in relevant humanitarian coordination bodies to ensure that GBV issues are adequately considered in the context of the humanitarian response efforts.
• Closely work with relevant Gender Working Group to ensure integrated approach on GBV during regular period and targeted response during emergency situations as well as represent GBV group in the protection cluster and other relevant humanitarian mechanisms to ensure integration of GBV in cluster priorities.
• Proactively engage with donors to raise additional programme funds for humanitarian preparedness and response work as well as resilience building activities.
B. Programme Development and Implementation
• Conduct field assessments and/ or situational analyses to determine needs and gaps for GBV prevention and response. Where possible, ensure that GBV issues are integrated into existing inter-agency rapid assessments.
• In collaboration with relevant UN, national and international NGOs, and government stakeholders, develop a comprehensive GBV programme in line with available global guidance that adhere to UNFPA’s Minimum Standards for Addressing GBV in Emergencies.
• Sensitize implementing partners, UN sister agencies and national authorities around the existence and implementation of the Guidelines for Integrating GBV Interventions in Humanitarian Action and provide technical guidance to the same in planning and implementing GBV programmes related to refugees, IDPs/returnees and host communities. Coordinate and facilitate training sessions on GBV in emergencies for health care providers, community services officers, security personnel, the refugee/IDP population;
C. Capacity Development
• Conduct training and deliver technical support to partner organization to ensure application of GBV IASC guidelines and local adapted GBV tools, such as GBV SOPs, GBV incident report, data management.
• Develop and review training materials according to local context and conduct training sessions where relevant for multi-sectoral prevention and responses.
• Support capacity development of relevant provincial departments, such as health, disaster management, social welfare, etc. on GBV prevention and response.
D. Monitoring and Reporting
• Monitor GBV assistance provided by UNFPA through implementing partners to crisis affected populations and keep an updated record of activities, such as capacity building, expenditures and agreements made with local partners.
• Prepare regular progress reports, document lessons learned and challenges, and share with the relevant UNFPA Regional Office, UNFPA Humanitarian and Fragile Contexts Branch, and other units as may be necessary.
• Collect, compile and analyze reported GBV incident data with an emphasis on identifying trends and patterns that support programme plan and resource mobilization.
• Support UNFPA programme management to analyze the GBV situation in the province and propose programme strategy and plans for integration of GBV in reproductive health services, especially for continuum of GBV response by UNFPA from humanitarian to recovery and to development.
Carry out any other duties as may be required by UNFPA leadership.
Qualifications and Experience
Education:
Advanced university degree in gender studies, social sciences and relevant disciplines.
Knowledge and Experience:
• At least 2 years of increasingly responsible professional experience at the national or international level in GBV coordination, protection work, or disaster response;
• Substantive knowledge and practical experience in multi sectoral protection related coordination;
• Strong humanitarian contacts and proven success cluster related work;
• Excellent writing and facilitating skills, with experience writing reports, newsletters and programme updates, humanitarian briefs and situation reports;
• Client oriented and strong team work;
• Proficiency in current office software applications;
• Experience working with the United Nations is an asset.
Languages:
Fluency in English and Urdu are required, knowledge of local languages is an asset.
