Gender Based Violence in Humanitarian Settings Consultant

Background

The objective of the consultancy is to support UNFPA APRO’s work on gender based violence in humanitarian settings.

Scope of Work
Under the supervision of APRO Technical Specialist on Violence against Women, and in close consultation with the APRO Programme and Humanitarian Team, the consultant will be expected to work on the following:
i) Revision of draft training curriculum on Addressing GBV in Humanitarian Settings in Asia Pacific region to integrate the most recent international guidelines and standards, in particular, UNFPA Minimum Standards for preventing and responding to GBV in Emergencies and IASC Guidelines for Integrating GBV in Humanitarian Actions ;
ii) Conduct a mapping (desk based) of institutions in Asia Pacific which offer courses on Gender/GBV in Humanitarian settings and identify potential institution(s) to deliver the APRO GBV in Humanitarian Settings course in the region;
iii) Support Country Offices involved in humanitarian initiatives to apply the UNFPA GBVie Minimum Standards and IASC guidelines within their GBV-humanitarian programmes.
iv) Develop case studies/documentation of good practices from COs on addressing GBV in humanitarian settings.
v) Other key tasks as required.

Key deliverables will be discussed and agreed once the consultant is on board but are anticipated to include the following:
• Revised facilitator’s guide and modules of the draft training curriculum on Addressing GBV in Humanitarian Settings in Asia Pacific
• Mapping of institutions (academic/non-academic) offering courses on Gender/GBV in Humanitarian Settings
• Support Country Offices to integrate global IASC and UNFPA guidelines in their initiatives on GBV in humanitarian settings
• Case studies from COs in Asia Pacific on addressing GBV in humanitarian settings
Other tasks will be negotiated on an as needs basis.

Duration and working schedule

The duration of the consultancy will be 50 work days between 1 August and 31 December, 2016

Work Setting
The consultant can be home based or APRO based, depending on the availability of the selected candidate. The consultant may be requested to travel to a few Country Offices for specific missions. The consultant will report directly to the APRO Technical Specialist on the deliverables.

Delivery dates and how work will be delivered
Basis of payment: Daily rate, to be paid monthly, on the basis of work completed and approved as per following agreed work plan.

1. Revised facilitator’s guide and modules of the draft training curriculum on Addressing GBV in Humanitarian Settings in Asia Pacific course 20 work days
2. Mapping of institutions offering courses on Gender/GBV in Humanitarian Settings 10 work days
3. Support to Country Offices to integrate global IASC and UNFPA guidelines in their initiatives on GBV in humanitarian settings 2 missions (5 work days each)= 10 work days
4. Case studies from COs in Asia Pacific on addressing GBV in humanitarian settings 10 work days

Monitoring and progress control
While some of the deliverables are identified in advance, others are on as-needed basis. APRO Gender team will hold regular meetings with the consultant to discuss the deliverables for the project.

Supervisory arrangements:
APRO Technical Specialist – Violence against Women will be the overall manager of the consultant, supported by APRO Humanitarian Response Coordinator.

Expected travel:
Depending on the requirements of the assignment, the consultant may be requested to undertake 1-2 trips mission to country offices requesting support in operationalising global guidelines and APRO training course on GBV in humanitarian settings . All travel and travel related costs will be covered by APRO.

Required qualification
Education: Post-graduate qualification in development, gender studies, social sciences or related disciplines is preferred.

Knowledge and Experience:

• The consultant should be an experienced gender equality and/or GBV specialist with at least 5 years of professional experience in international development work, including 3 year in humanitarian settings, particularly on prevention and response to gender based violence.
• Demonstrated experience of working in Asia Pacific, is highly desirable
• Excellent written communication skills are required.
• The ability to meet deadlines, work with a minimum of supervision, and deliver quality products is essential.
• Excellent interpersonal skills, and a commitment to the values and goals of the United Nations and UN Charter are also required.
• Experience in and/or knowledge of the UN system and/or UNFPA, is desirable

Contract Terms and Conditions

UNFPA will pay a consultancy fee appropriate to the tasks assigned and qualifications and experience required. When the individual consultant is required to travel on assignment, UNFPA will provide the air ticket (economy class) and the appropriate per diem by means of the applicable DSA at United Nations established rates.
