Purpose of consultancy

The objective of the consultancy is to support UNFPA APRO’s work on gender based violence and harmful practices including child marriage and gender-based sex selection.

Scope of work

Under the supervision of APRO Gender and Human Rights Advisor and in close consultation with the Technical Specialist on Violence Against Women, the consultant will be expected to work on the following:

i) Support in preparation, development, and reporting on regional meetings on gender equality, gender based violence and harmful practices;

ii) Support gender team to provide high-quality, timely advice to country offices on gender based violence, gender equality and harmful practices;

iii) Support development of knowledge products and knowledge sharing on gender based violence and harmful practices; and

iv) Other key tasks as required.

Key deliverables will be discussed and agreed once the consultant is on board but are anticipated to include the following:

· Support preparation and act as rapporteur for regional interagency meetings on comprehensive sexuality education and gender equality (August), child marriage (September) and essential services package for women and girls subject to violence (October)

· Undertake a desk review/mapping of models for, and research and evaluation on, one stop crisis centers in Asia and the Pacific.

· In close consultation with the gender team, undertake desk research, analysis of country trends, and contribute to providing technical advice to programme development for countries developing Country Programme Documents 2018-2021.

· Develop and provide inputs into knowledge products, briefings and fact sheets for on issues such as harmful practices, essential services for survivors of violence.

· Develop and maintain online knowledge repository for gender-related knowledge products for APRO and country office access.

· Support APROs engagement in Thematic Working Group on Gender Equality, and its working groups on statistics, VAW and women peace and security as required.

  • Other tasks will be negotiated on an as needs basis.

Duration and working schedule

The duration of the consultancy will be 80 days between August and 31 December, 2016.

Key milestones for delivery include:

· High-quality written reports from inter agency meetings and workshops on i) Comprehensive Sexuality Education and Gender Equality; ii) EGM on child marriage, and iii) meeting on Essential Services Package drafted and finalized within 2-4 weeks of each event.

· Online repository and list of key resources developed by end September 2016.

· Mapping of one stop centers to be conducted by end October

· Desk research on and inputs to development of country diagnostics for CPD countries ongoing/as required.

· Development/inputs into knowledge products will be identified in consultation with the Gender Team based on the selected consultant’s area/s of expertise.

· Mapping and compilation of UNFPA CO activities to inform annual work planning and activities of TWG-GEWE working groups to be completed in line with working group deadlines

Monitoring and progress control

While some of the deliverables are identified in advance, others are on an as-needed basis. APRO Gender team will hold regular meetings with the consultant to discuss the deliverables for the project. The consultant is expected to work in the APRO office, with support from the Gender Advisor and the Technical Specialist on Violence Against Women as necessary. The consultant will report directly to the APRO Gender Advisor on the deliverables.

Required expertise, qualifications and competencies

· The consultant should be an experienced gender equality and/or GBV specialist with at least 5 years of professional experience in international development.

· A post-graduate qualification in development, gender studies, social sciences or related disciplines is preferred.

· Demonstrated experience in gender-related research and analysis, preparation of high-quality reports, briefings and communications materials, and excellent written communication skills are required.

· Demonstrated understanding of gender inequality, harmful practices, and gender based violence in the Asia and the Pacific region is desirable.

· The ability to meet deadlines, work with a minimum of supervision, and deliver quality products is essential.

· Previous experience in knowledge management will be an asset.

· Excellent interpersonal skills and a commitment to the values and goals of the United Nations and UN Charter are also required.

· Experience in and/or knowledge of the UN system and/or UNFPA is desirable.

· Ability to travel is essential.
