Organizational Setting
The Position:
The Gender Based Violence (GBV) Technical Specialist position is located in Asia and the Pacific Region. Under the overall direction and supervision of Regional GBV Advisor in UNFPA Asia and the Pacific Regional Office (APRO) and in close coordination with UNFPA Country Representatives, the GBV Technical Specialist will support UNFPA’s GBV programming in specific focus countries: Group A (Indonesia, Timor Leste, Papua New Guinea, Malaysia, Philippines, Laos PDR, Cambodia, Thailand and Vietnam); Group B (India, Bhutan, Iran, Bangladesh, Nepal, Sri Lanka, and Maldives).

UNFPA recognizes that acceleration the reduction of GBV will not happen unless the world (a) strengthen policy, legal and accountability frameworks related to GBV, (b) tackles harmful or discriminatory gender and socio-cultural norms and stereotypes, (c) scales up access to high-quality and gender sensitive, survivor-centred essential services, (d) scales up humanitarian response and the provision of life-saving services, including mental health and psychosocial support services, (e ) improves the agency and decision-making capabilities of adolescents and youth, especially adolescent girls, and (f) increases the availability and use of data related to GBV.
To bring about transformations change, UNFPA APRO will provide tailored support to country and sub-regional offices to (a) develop and strengthen implementation of integrated, context specific, evidence-informed innovative approaches to address underlying drivers and consequences of GBV, (b) strengthen provision of survivor-centred essential service, (c) generate region-specific evidence on effective strategies for transformation of harmful social norms and (d) enhance collaboration with feminist organization in support of women led movements.

Job Purpose:
The GBV Technical Specialist will support UNFPA Country Offices to develop strengthened capacities to formulate and implement multi-sectoral, rights-based policies and interventions that prevent and mitigate the impact of GBV across the humanitarian, peacebuilding and development nexus.
Main Tasks & Responsibilities
You would be responsible for:
A. Technical Support
• Coordinate and support UNFPA Country Offices and partners for coherent and evidence-informed implementation of GBV prevention and response programming in responsible Country Offices.
• Support Country Offices to develop GBV referral system in line with international standards
• Ensure technical quality assurance of GBV programmes across humanitarian and development continuum in line with global guidelines (Essential Services Package for women and girls subject to violence, Inter-agency Minimum Standards on GBV in emergencies programming)
• Provide programmatic and policy guidance to strengthen integration of GBV prevention, response and coordination issues into national frameworks and multi-sectoral development plans and budgets.
• Provide technical support and leadership for the implementation of the GBVIMS in select countries.
• Lead development of GBV policies, guidelines and standard operating procedures to support quality case management of GBV across the multi sectoral response areas.
• Provide strategic guidance for the implementation of the Mental Health and Psychosocial Support strategy, inclusive of supervision and mentoring structures.
• Develop UNFPA specific strategies to prevent GBV based on global evidence and promising practices.
• Support Country Offices to scale up programming efforts for GBV and psychosocial support in developing and humanitarian context
• Enhance country capacities to generate GBV prevalence data using ethical and safety standards as well as translating the data into effective GBV policies and programmes.
• Provide coaching and mentoring to Country Office GBV staff
B. Partnerships, Advocacy and Resource Mobilization
• Liaise with SAARC to position UNFPA’s mandate and work on GBV prevention and response, particularly in the SAARC relevant documents.
• Lead sub-regional GBV prevention and response programming advocacy and resource mobilization efforts for development and humanitarian settings.
• Where necessary, support Country Offices with technical representation in national Protection Sector/Clusters and GBV sub-clusters and liaise with other humanitarian clusters/sectors to ensure collaboration and partnership on GBV in emergencies programming.
• Provide technical support in developing and implementing a multi-sectoral and coordinated GBV prevention and response program inclusive of safe and effective referral and reporting mechanisms, information sharing, and monitoring/evaluation achieved through strong coordination.
C. Capacity Building and Surge Support
• Coordinate and facilitate training sessions on GBV prevention and response across humanitarian, peacebuilding and development settings for UNFPA staff, government and non-government actors from multiple sectors such as health, police, social work, justice, shelter and others.
• Provide technical support to revise, develop and standardize contextualized training and IEC materials.
• Develop a sub-regional strategy for GBV capacity building for UNFPA staff and partners covering most recent international guidelines and resources (Inter-Agency Minimum Standards on GBV in emergencies programming, Essential Services Package for women and girls subject to violence, Inter-agency GBV case management guidelines, GBV Information Management Systems etc.)
• Be available for short term deployments as GBV programming surge to Country Offices during acute humanitarian response.
• Strengthen capacity of country offices on ensuring inclusion of GBV prevention and response actions in disaster risk reduction, climate change and humanitarian preparedness initiatives
• Provide technical guidance on disability inclusion in GBV programming across the humanitarian and development continuum
D. Knowledge Management
• Actively document country level promising practices and programmatic innovation on GBV prevention and response and disseminate them through regional and global channels.
• Ensure the regional and global guidance and technical resources reflect country specific context and promising practices.
• Maintain a repository of GBV programming strategies, training tools and IEC materials and regularly update them in GBV microsite hosted by Regional Office.
• Develop innovative communication and advocacy strategies to disseminate GBV programming promising practices, including during 16 Days of Activism to end GBV.
• Support countries to develop action research and document evidence of programme impact.
• Contribute to monthly GBV e-bulletins with latest resources, tools, training opportunities and evidence on GBV prevention and response.
• Carry out any other duties as may be required by UNFPA leadership.
Qualifications and Experience
Education:
Advanced University degree in Gender Studies, Social Work or other Social Sciences, Public/Community health or other related disciplines.
Knowledge and Experience:
• At least 7 years of increasingly responsible relevant professional experience, including experience on design, implementation, monitoring and management of GBV programmes, including in humanitarian settings.
• Demonstrated knowledge of GBV Guiding Principles, survivor-centred approach, latest evidence, research, global guidelines and good practices on prevention and response to gender-based violence, across the humanitarian and development continuum.
• Demonstrated experience in leading capacity building initiatives in GBV prevention and response and their application in humanitarian, conflict, recovery and development settings.
• Experience in utilizing the following internationals tools: Inter-Agency Minimum Standards for GBV in Emergencies Programming; Essential Services Package for women and girls subject to violence; Inter-Agency GBV Case Management Guidelines; GBV Information Management System; IASC GBV Guidelines; GBV Coordination Handbook; RESPECT Framework for GBV prevention; WHO manual for Health Managers: Strengthening health systems to respond to women subjected to intimate partner violence or sexual violence ; WHO Ethical and Safety Recommendations for Researching GBV in Emergencies; and the IASC Guidelines on Mental Health and Psychosocial Support.
• Experience in evidence informed policy advocacy for GBV prevention and response and development of national actions plans to address GBV.
• Field experience in complex emergencies, including humanitarian emergency response is desirable.
