The Position:
The Programme Analyst is responsible for providing technical inputs to the planning, conceptualization, implementation, monitoring and evaluation of the youth and reproductive health component of the Country Programme. You will maintain collaborative relationships with the government line ministries and departments, civil society constituents, the United Nations funds, programmes and specialized agencies and other development organizations.
You will report directly to the UNFPA Assistant Representative.

Job Purpose:
In a highly complex operating environment, you will play a key role in contributing to the prioritization and effective management of UNFPA interventions in the area of adolescent and youth sexual and reproductive health, including project formulation and evaluation. You will provide information on achievement of results in the implementation of the youth and reproductive health component of the Country Programme.
You will facilitate technical assistance missions and contribute to UN systems coordination through participation in policy dialogue and provision of inputs into joint common system initiatives.
You would be responsible for:
A. Programme Development
• Contribute substantively to the formulation and design of the country programme and its Adolescent and Youth Sexual and Reproductive Health component in line with Government priorities and according to UNFPA programme policies and procedures.
• Ensure quality of programme/project design by incorporating lessons learned, best practices, newly developed policies, establishing appropriate execution and monitoring mechanisms and systems and analysing technical soundness of programme strategies and interventions.
• Help create and document knowledge about current and emerging youth, population development trends, RH and gender issues, by analyzing programme, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and share with management for use in knowledge sharing and planning future strategies.
B. Advocacy, Policy Dialogue and Partnership
• Analyse and interpret the political, social and economic environment relevant to adolescent and youth sexual and reproductive health and identify opportunities for UNFPA assistance, advocacy and policy dialogue. Keeps abreast of new policy developments and strategies analyzing policy papers, strategy documents, national plans and development frameworks, and prepares briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks.
• Assist advocacy and resource mobilization efforts of the Country Office by preparing relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles and participating in donor meetings and public information events.
• Maintain collaborative relationships with the government line ministries and departments, civil society constituents, the United Nations funds, programmes and specialized agencies and other development organizations.
• Participate in the United Nations Common Country Assessment and Development Assistance Framework exercises as part of the broader UN Reform initiatives.
C.Management of resources
• Participate in the formulation of the adolescent and youth work plans and facilitate their day-to-day implementation through consultations, correspondence and field visits.
• Expedite and coordinate project implementation establishing collaborative relationships with implementing partners, experts, government counterparts and the United Nations funds, programmes and specialized agencies facilitating timely and efficient delivery of project inputs and addressing training needs of project personnel
• Analyse and report on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identify constraints and resource deficiencies and recommend corrective action. Monitor projects expenditures and disbursements to ensure delivery is in line with approved project budgets and to realize targeted delivery levels.
Carry out any other duties as may be required by UNFPA leadership.
Qualifications and Experience
Education:
Advanced university degree in in Social Work, Sociology, Anthropology, Public Health, and/or other related social science field.
Knowledge and Experience:
• At least 2 years of experience in managing adolescent and youth sexual and reproductive health and participation programmes.
• Strategic and operational field experience in adolescent and youth sexual and reproductive health policy and planning, provision of technical advice, national capacity development and management of adolescent and youth programmes.
• Demonstrated experience in programme/project planning design, follow up, monitoring and evaluation.
• Strong interest in development work, especially the mission of the United Nations Population Fund and dedication to the principles of the United Nations.
• Knowledge and experience working with the United Nations system would be an advantage.
• Excellent writing, communication presentation and computer skills.
Languages:
Fluency in English and Urdu are required, knowledge of local languages is an asset.
