The Position:

The Programme Analyst is responsible for providing technical inputs to the planning, conceptualization, implementation, monitoring and evaluation of sexual and reproductive health (SRH), gender and gender-based violence (GBV) components of the country programme.

You will maintain collaborative relationships with the government line ministries and departments, civil society constituents, multi-lateral and bilateral donor agencies, the United Nations funds, programmes and specialized agencies and other development organizations.

You will report directly to the Head of Sindh Sub-Office.

Job Purpose:

In a highly complex operating environment, you will play a key role in contributing to the prioritization and effective management of UNFPA interventions in the areas of SRH, gender and GBV.

You will facilitate the delivery of sexual and reproductive health, gender and GBV workplans in Sindh province, the appropriate application of systems and procedures, and provide information on achievement of results in the implementation of the workplans.

You will be expected to effectively influence counterparts from diverse backgrounds to jointly contribute to advancing UNFPA’s mandate in Sindh.

You would be responsible for:

A. Programme Development

• Contribute substantively to the formulation and design of the country programme and its SRH, gender and GBV components, including for emergency response.

• Ensure quality of programme/project design by incorporating lessons learned, best practices, newly developed policies, establishing appropriate execution and monitoring mechanisms and systems and analysing technical soundness of programme strategies and interventions.

• Provide substantive contributions towards programme baseline, evaluation studies, and other relevant research undertakings for the SRH, gender and GBV components.

• Provide technical inputs to mainstreaming gender, GBV and humanitarian preparedness and response in the other components of UNFPA’s country programme.

• Help create and document knowledge about current and emerging SRH, gender and GBV issues, by analysing programme, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and share with management for use in knowledge sharing and planning future strategies; Document innovative strategies, approaches, lessons learned and best practices inside and outside UNFPA for deepening the knowledge base for UNFPA and partners as an integral resource for developing new programme options in substantive areas.

B. Advocacy, Policy Dialogue, Resource Mobilization and Partnership

• Analyse and interpret the political, social and economic environment relevant to adolescent and youth sexual and reproductive health and identify opportunities for UNFPA assistance, advocacy and policy dialogue. Keeps abreast of new policy developments and strategies analyzing policy papers, strategy documents, national plans and development frameworks, and prepares briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks.

• Assist advocacy and resource mobilization efforts of the Country Office by preparing relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles and participating in donor meetings and public information events.

• Represent UNFPA in external meetings related to SRH, gender/GBV, identifying opportunities for new partnerships to advance achievement of the Country Programme results, Sustainable Development Goals and the Programme of Action of the International Conference on Population and Development in Sindh Province.

• Provide technical support to the Provincial Disaster Management Agency and other relevant government agencies in the development and roll out of standard operating procedures and guidelines on incorporating gender and GBV in disaster preparedness, response and early recovery efforts.

C.Management of resources

• Expedite and coordinate project implementation establishing collaborative relationships with implementing partners, experts, government counterparts and the United Nations funds, programmes and specialized agencies facilitating timely and efficient delivery of project inputs and addressing training needs of project personnel

• Analyse and report on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identify constraints and resource deficiencies and recommend corrective action. Monitor projects expenditures and disbursements to ensure delivery is in line with approved project budgets and to realize targeted delivery levels.

Carry out any other duties as may be required by UNFPA leadership.

Qualifications and Experience

Education:

Advanced university degree in Public Health, Medicine, Gender Studies, related Social Sciences, or any other relevant field of study

Knowledge and Experience:

• 2 years of experience in SRH, gender and GBV programmes in humanitarian or development settings;

• Demonstrated experience in programme/project planning design, follow up, monitoring and evaluation;

• Knowledge of Pakistan’s and in particular Sindh Province’s socio-cultural issues, legal provisions, and systems of administration;

• Knowledge of rights-centered approaches and gender mainstreaming;

• Strong results-based management skills;

• Experience in a humanitarian or crisis context would be an asset;

• Knowledge and experience working with the United Nations system would be an advantage;

• Excellent writing, communication presentation and computer skills.

Languages:

Fluency in English and Urdu are required, knowledge of local languages is an asset.
