Turkey: Gender Based Violence (GBV) Capacity Building Consultant

Purpose of consultancy:

The GBV Capacity Building Consultant aims to develop and initiate the rollout of a medium term capacity building strategy for the members of the GBV sub-cluster. The consultancy aims to work on 3 main priorities:

  • Roll out of GBV SOPs and Referral pathways

  • Assess capacities of GBV Sub Cluster (SC) partners and develop strategy

  • Build capacities of local organizations

Background:

In the areas of Syria reachable through cross-border operations from Turkey, assessment findings found that the risk of GBV is ever present for women and girls. Child marriage is considered appropriate in different areas mainly as a negative coping mechanism because of lack of educational and job opportunities, to ensure protection and adherence to societal/traditional gender rules, and to be relieved from a financial burden of providing for an additional family member. Domestic violence, including marital rape, has been reported consistently across the assessments, with women and girls reporting fearing the men in their own families. Women and girls are at particular risk of sexual violence due to forced displacement, family separation, and the lack of basic structural and societal protection. Incidents of sexual violence are greatly under reported owing to fear of social stigma, reprisals, and the lack of safe and confidential services.

The combination of new restrictive rules and fear of sexual violence results in restriction of movement for women and girls. Moreover, assessments indicate a severe lack of community centers or safe spaces. Women and girls have limited options of where to go when they survive violence or abuse. Girls are particularly at risk in overcrowded and unsafe shelters, and some families are preventing women and girls from leaving their homes, tents or collective shelters. Many choose not to access communal facilities (including toilets), due to concerns for their safety. Lack of specialized, safe and confidential services for survivors of GBV exacerbate the tendency not to seek assistance and increases survivors’ risks.

GBV programming in areas of Syria accessible from Turkey is very complex. Few organizations working in the sector bring extremely valuable expertise and experience, and interest in the sector grew significantly in the past year under the leadership of the GBV sub-cluster. In general, however there is still a significant lack of GBV technical expertise and capacities. Moreover the limited number of services, as well as limited accessibility of many areas, results in the current inability to guarantee full geographical coverage of services. Furthermore, due to the limited access and the fluidity of the security situation, cross border operations are managed remotely, which poses further challenges to the expansion of the activities.

The GBV SC is working to increase both local expertise and partnerships between international and local organizations with the aim of promoting a survivor cantered response. Different capacity building initiatives are on going but they are not yet sufficient. A strategic approach to capacity building in the sub-cluster is needed to guarantee implementation of minimum standard. Moreover, the roll out of clear GBV SOPs and locally adapted referral pathways is crucial to improve access to multi-sectoral response for GBV survivors.

Scope of work:

Expected Results/Description of Responsibilities:

· Review existing GBV SOPs training curricula (ToT and training) and material for both specialized and no-specialized GBV service providers

· Deliver SOPs ToT

· Co-lead at least one training in collaboration with new trainers

· Develop a GBV SOPs roll-out plan in collaboration with the GBV SC coordinators and partners

· Ensure coaching and technical support during the roll-out phase to organizations both in Turkey and in Syria (remote management mode)

· Monitoring the roll out and ensure the quality of the training

· Assess capacities of GBV Sub Cluster Partners (including UNFPA’s partners)

· Develop, a medium term capacity building plan

· Deliver at least 2 training to GBV Sub Cluster partners according to the capacity building plan

· Regularly couch UNFPA’s partners

Deliverables:

GBV SOPs roll out:

  1. Review and finalize training materials for both GBV specialized and not specialized service providers.

  2. Facilitation guide

  3. Presentation slides

  4. Handouts & exercises

  5. Training module for specialized and

  6. Training module for not specialized service providers

  7. Deliver GBV SOPs TOT in collaboration with GBV SC coordinators and GBV SOPs steering committee to SOPs roll-out focal points

  8. Develop a GBV SOPs rollout plan and monitoring strategy

Capacity Building strategy:

  1. Carry out capacity assessment of GBV SC partners

  2. Develop capacity building plan according to the capacity assessment results

  3. Deliver at least 2 trainings to GBV SC members in line with the capacity building plan

  4. Facilitate at least 1 Consultative and experience sharing workshop for UNFPA implementing partners as part of the coaching and monitoring component of the capacity building plan.

  5. Monthly learning sessions with the partners as coaching and monitoring component of the capacity building plan

Delivery dates:

100 working days between 1 April 2016 until 31 August 2016

  • GBV SOPs Rollout plan finalized

  • GBV SOPs Training is delivered by the ToT trainees. Consultant is co-facilitating and providing technical support

  • Capacity assessment Drafted

Deliverables 30 June 2016 (23 Days)

  • Monitoring and technical support to the roll-out of the SOPs

  • Capacity assessment finalized

  • Capacity building strategy drafted

  • Monthly learning sessions with partners

Deliverables 31 July 2016 (19 Days)

  • Monitoring and technical support to the roll-out of the SOPs

  • Capacity building strategy finalized

  • 1 Training to partners according to the capacity building plan delivered

  • Learning sessions with partners

Deliverables 31 August 2016 (17 Days)

  • One GBV training delivered

  • Learning sessions with partners

  • Final Report

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

At the end of each calendar month the consultant will provide a daily log including the details of working days and tasks. The acceptance of services will be certified through a Certification of Payment to be counter signed by both parties (IC and UNFPA) at the end of each completed month of service (along with the daily task log sheet).

Supervisory arrangements:

Under the overall supervision of the UNFPA RH/Humanitarian Advisor in Gaziantep, the Capacity Development Consultant reports to UNFPA GBV Program Specialist, in close coordination with the GBV sub-cluster Coordinators and SOP steering committee.

Expected travel:

If recruited out of the duty station, the consultant is expected to travel to Gaziantep/Turkey at the beginning of the consultancy and return to place of residence at the end of consultancy. Travel to neighbouring regions might be required during the time of the consultancy.

Required expertise, qualifications and competencies, including language requirements:

Minimum Qualifications and Experience:

· Master or equivalent in gender studies, social science, public health, international development or other relevant field.

· Seven years of international experience in the field of GBV in emergencies

· Fluency in written and spoken English

· Microsoft Office, Windows-based applications, integrated web-based management systems, spreadsheets and databases

Skill and Competencies:
