Myanmar: International MHPSS (Mental Health and Psycho Social Support) Consultant

The consultant will be responsible for the following duties and consultation with GBV Programme Specialist in Yangon, will determine the prioritisation of activities:

Partnerships and Coordination

· Actively participate and support the facilitation of inter-agency, multi-sectoral GBV and MHPSS coordination groups at national, regional, and local levels as necessary, including the MHPSS working group in Yangon.

· Develop, through coordination and partnership, a clear understanding and mapping of the capacity of GBV and MHPSS interventions in townships of UNFPA GBV and RH interventions to support prioirtisation of capacity building needs.

· Develop and maintain relationships across organisations to ensure mainstreaming of GBV and MHPSS

· Contribute to reporting and inter-sectoral assessments, responses and evaluations with a view to the inclusion of gender, SRH, GBV and MHPSS perspectives.

· Where necessary, represent UNFPA in relevant Cluster and other humanitarian coordination bodies to ensure that GBV and MHPSS issues are adequately considered in the context of the humanitarian response efforts.

· Advise the GBV sub-sector to develop a pool of case workers who are equipped to provide quality psycho social care across the areas of the humanitarian response.

· Forward linkages between existing Gender, RH and HIV programmes to ensure synergies between programmes and maximize programme impact.

Reporting

· Ensure training plans and reports are developed as well as the documenting of participants in the central training database. Training reports are to cover as assessment of the standard of participants, effectiveness of the training material as well as any challenges and recommendations associated with the training.

· Supervise the development of monitoring tools for MHPSS interventions to support quality programming in compliance with best practice and international standards and identify challenges for targeted support and intervention.

· Conducting monitoring and reporting of GBV response and prevention interventions to crisis affected populations to ensure that all interventions are in line with the Guiding Principles, including the IASC Guidelines for Integrating GBV Interventions in Humanitarian Settings, IASC Guidelines for Mental Health and Psychosocial Support in Emergency Settings and other international standards.

· Produce regular progress reports and support the country office on the coordination of humanitarian issues and to prepare reports and SitReps for both UNFPA and the GBV SS, as required.

Capacity Development

· Development of specialist training material tailored to the particular MHPSS intervention designed for the GBV response and prevention intervention.

· Production of handbooks for PFA and other specialist MHPSS interventions to support access to guidance on MHPSS for case workers in the field locations, including ensuring proofing of translated versions is completed.

· Provide capacity building to partners who are operational in the areas of the humanitarian response to provide specialist MHPSS interventions including individual counselling and PSS through training and on the job mentoring and supervision.

· Provide capacity building to implementing partners, including Government counterparts and organisations in areas of the humanitarian response, in providing quality case management and psychosocial first aid responses for survivors of GBV.

· Establish and supervise a MHPSS Peer Support network among service providers with regular refresher sessions and analysis discussion of use of Peer support network

· Conduct regular technical monitoring visits to the field sites supported by UNFPA programme to identify constraints and capacity development needs which would also support programme design for MHPSS interventions.

· Supervise the development of appropriate IEC material to support the training and programme implementation for MHPSS interventions as well as reviewing existing IEC material to ensure that they take into account MHPSS aspects of GBV response and prevention messaging.

· Review existing emergency messages for use during natural disasters to ensure that they incorporate principles to support the MHPSS needs to affected populations.

· Support the capacity development of UNFPA staff to respond to emergency/humanitarian crisis, as needed.

Technical leadership

· Work with partners to develop and/or revise training materials including a MHPSS Handbook according to local context and implement relevant training sessions for all organisations in each of the areas of the humanitarian response to support quality psychosocial support interventions.

· Initiate the development of structures, including peer-to-peer or mentoring systems, to support the sustainability of the training on mental health and psychosocial support

· Provide technical assistance and capacity development support to Government counterparts with a particular focus on counterparts in the Ministry of Health and the Ministry of Social Welfare, Relief and Resettlement.

· Provide technical support to the development of relevant advocacy and policy documents to address GBV and MHPSS in the context of broader gender inequality issues.

· Supervise the development of MHPSS and GBV IEC material which specifically addresses and supports case workers who are providing a direct response to ensure compliance with minimum standards.

· Lead monitoring and evaluation as well as GBV data collection across implementing partners and GBV response organisations.

· Provides technical updates and training to UNFPA staff and partners in relevant technical areas related to GBV, particularly the MHPSS component.

· Engage with MHPSS actors and interventions (Common Elements Treatment Approach, sharing circles model) to document best practices and lessons learned in order to build a community of knowledge around MHPSS in Myanmar.

Programme Management

· Finalise monthly work plans, monthly reports and other reports as needed or requested.

· Contribute in the writing proposals and engaging in other resource mobilisation efforts to support joint programming.
