Thailand: Communications Specialist to support APRO Gender Team’s ongoing work on strengthening national and regional capacity to measure VAW

Purpose of consultancy:

The objective of the consultancy is to support the UNFPA Asia-Pacific Regional Office’s advocacy and communication on strengthening national and regional capacity to measure violence against women (VAW), specifically under kNOwVAWdata, the DFAT Australia-funded initiative to collect VAW data across Asia-Pacific.

Scope of work:

Under the supervision of the APRO Gender and Human Rights Adviser and in close consultation with the Senior Technical Expert, Gender-Based Violence Expert, and the Regional Communications Adviser and Communications team, the consultant will be expected to work on the following:

i) Support in conceptualizing, planning and implementing day-to-day and long-term communications, as well as specific key events including regional and global events with a focus on VAW data that may be planned for International Women’s Day and the Commission on the Status of Women (CSW)61 (March), and the 16 Days of Activism Against Gender-Based Violence (November-December).

ii) Create multimedia, video and photo stories on the collection of VAW data at country level;

iii) Develop communications materials including press releases, web and print stories, as required;

iv) Manage social media for the VAW project;

v) Support the Senior Technical Expert to develop and edit knowledge products as required;

vi) Lead development of the VAW data regional web portal in close consultation with UNFPA HQ;

vii) Support audio-visual documentation of the initiative.

Key deliverables will be discussed and agreed once the consultant is on board but are anticipated to include the following:

· Media package on kNOwVAWdata developed for use by country offices.

· At least two video and photo stories on VAW data at country level (countries to be confirmed).

· Produce 1-2 stories/blogs/op-eds on VAW data for web and or social media each month, as well as regular updates for web and social media on VAW data work.

· Manage design and content development for dedicated web portal in consultation with HQ, and maintain the site.

· Develop press releases when required and media package including social media for IWD/CSW events on VAW data once determined.

Other tasks will be negotiated on an as needs basis.

Duration and working schedule:

The consultant is required to work average of 10 days per month to a total of 100 days between February and 31 December 2017.

Place where services are to be delivered:

The consultant is expected to work in the APRO office, with support from the Gender Adviser in the UNFPA Asia-Pacific Regional Office and the Gender and Communications teams as necessary. The consultant will report directly to the APRO Gender Adviser on the deliverables.

Delivery dates and how work will be delivered

Basis of payment: Daily rate, to be paid monthly, on the basis of work completed and approved as per agreed work plan.

A tentative schedule for delivery is as follows:

· Media package for country offices to be developed by 31 March 2017.

· 3-4 video and photo stories/interviews on VAW data – up to one per quarter.

· Up to 2 stories/updates/blogs per month for web and social media on VAW data work.

· Terms of Reference (TOR) for website developed in consultation with HQ by 31 February, website development and rollout to be completed by Q2 2017.

· Press release and social media package for IWD/CSW developed by 28 February 2017 and for 16 Days of Activism by 31 October 2017.

· Other duties as required

Monitoring and progress control

While some of the deliverables are identified in advance, others are on an as needs basis. APRO Gender team will hold regular meetings with the consultant to discuss the deliverables for the project. A work plan will be prepared by the consultant and approved by APRO at the beginning of the assignment.

Supervisory arrangements:

APRO Gender/ Human Rights Adviser will be the overall manager of the consultant.

Expected travel:

Depending on the requirements of the assignment, 2-3 trips may be required to countries undertaking VAW data collection activities. APRO will cover the costs of this travel.

Inputs / services to be provided by UNFPA

UNFPA APRO will link the consultant to Country Office Gender focal points where necessary.

Other relevant information

The advancement of gender equality and women’s and girls’ empowerment is one of the four outcomes of the Regional Programme of UNFPA in Asia and the Pacific in line with UNFPA’s Strategic Plan 2014-2017. Key priorities highlighted in the Strategic Plan include:

· Outcome 1: Increased availability and use of integrated sexual and reproductive health services that are gender-responsive and meet human rights standards for quality of care and equity in access.

· Outcome 3: Advanced gender equality, women and girls’ empowerment, and reproductive rights, including for the most vulnerable and marginalized women, adolescents and youth.

  • Output 8: Increased capacity of partners to design and implement comprehensive programmes to reach marginalised adolescent girls including those at risk of child marriage.

  • Output 10: Increased capacity to prevent gender-based violence and harmful practices, and enable the delivery of multi-sectoral services including in humanitarian settings.

In line with the priorities set out in the strategic plan, UNFPA APRO has identified the following specific priorities for this Regional Programme:

1) technical assistance to countries to strengthen multi-sectoral response to violence against women and girls, particularly through the health sector,

2) strengthen national and regional capacity to collect data on violence against women

3) support to countries to increase capacity to design and implement programmes to address child marriage including adolescent pregnancy.

Violence against Women Prevalence Data

According to the World Health Organization (WHO), 35 percent of women worldwide have experienced physical or sexual violence at the hands of a partner or someone other than a partner in their lifetime. In Asia-Pacific, survey data thus far shows that the proportion of women who report having experienced physical and/or sexual violence at the hands of a spouse or other partner ranges from 14 to 68 percent in different country contexts.

To date, in Asia-Pacific, at least twenty countries have undertaken prevalence studies on violence against women (VAW) using the methodology developed for the WHO multi-country study on Women’s Health and Domestic Violence. In most of these countries, UNFPA Asia-Pacific Regional Office (APRO) has served as technical partner to governments and National Statistics Offices, helping to ensure ethical and sound data collection, analysis and interpretation of data on VAW, in line with international standards. UNFPA APRO also supports the collection and analysis of data using other internationally recognized methods such as the Domestic Violence module of the Demographic and Health Survey.

There is a growing demand for reliable and comparable prevalence data on VAW since the adoption of standard indicators for measuring VAW by the UN Statistical Commission in 2011. This has only increased with the adoption by Member States of a specific target to “Eliminate all forms of violence against all women and girls in private and public spheres, including trafficking and sexual and other types of exploitation”, under Sustainable Development Goal 5 of the 2030 Agenda for Sustainable Development (target 5.2) and the associated two indicators on VAW.

Building on UNFPA’s longstanding track record of supporting data collection on VAW, the Australian DFAT and UNFPA APRO have partnered to strengthen sustainable capacities to measure VAW in Asia and the Pacific region. Key features of this 3.5 year (2016-2019) initiative include developing and rolling out an up-to-date curriculum on measuring VAW, tailored support to national data collection activities and the establishment of a pool of experienced gender professionals and researchers who are able to support such data collection.

Required expertise and qualifications:

· The consultant should be an experienced communications professional with at least 5 years of professional experience. A post-graduate qualification in communications, journalism or related disciplines is preferred.

· Experience in digital communication, online journalism including reporting and editing, photography and video, experience with software and web content management systems (Drupal is a plus), and an excellent command of writing in English, and proven ability to write and edit engaging news and feature articles are essential.

· In addition, the candidate must possess sound editorial judgement and sensitivity to the issues UNFPA addresses, including sexual and reproductive health and rights, gender-based violence (and violence against women and girls), and, more widely, the Sustainable Development Goals and the 2030 Agenda.

· The ability to meet deadlines, work with a minimum of supervision, and deliver quality products is essential. Experience in media relations and issues management will be an advantage.

Strong interpersonal skills, and a commitment to the values and goals of the United Nations and UN Charter are also required. Experience in the UN system and/or UNFPA, and knowledge of the Asia-Pacific region, are desirable.
