Background Information
The GBVIMS Programme Specialist will work directly with UNFPA’s GBV Team Leader in HFCB/PD and with the inter-agency GBVIMS Steering Committee to oversee and drive the successful implementation of the GBVIMS project in conflict-affected and other humanitarian contexts.
The GBVIMS Programme Specialist will provide on and off-site technical support to the GBVIMS roll-out process, with a focus on conflict-affected countries and contexts where the GBVIMS has already been introduced. This will include customizing the incident recorder and standard intake from to fit the needs of each particular context, providing ongoing technical support to the roll-out process, and liaising with the GBVIMS Steering Committee to coordinate training initiatives and technical support missions. The Programme Specialist will play a leading role in the development and rollout of the next generation of the GBVIMS (Primero/GBVIMS+) – an innovative platform that includes case management modules. The Programme Specialist will be responsible for coordinating, facilitating and documenting trainings on the Primero/GBVIMS +. S/he will also provide on and off-site technical support on the intersections between the GBVIMS and the Monitoring, Analysis and Reporting Arrangements (MARA) on conflict-related sexual violence (CRSV).
The Programme Specialist will operate within a roll-out strategy developed and supported by the GBVIMS Steering Committee members. S/he will work in continuous collaboration with the Steering Committee on all aspects related to the rollout of the system. The Programme Specialist will be responsible for making improvements and adjustments to the system based on the field roll-out experiences, ensuring that the logic/rational of the incident recorder, incident classification system, and ethical and safety considerations are not compromised.
The Programme Specialist will ensure the timely and effective coordination and management of the second phase GBV Capacity Development initiative to reinforce case management skills and improved GBVIMS data analysis to inform programming. S/he will work closely with the Steering Committee, Regional and Country offices and implementing partners for the successful implementation of this initiative.

Organizational Setting
The Programme Specialist (GBV Information Management System Inter-Agency Coordinator) is located in the Humanitarian and Fragile Contexts Branch (HFCB) in the Programme Division (PD), HQ. S(he) reports directly to the Gender-Based Violence (GBV) Team Leader in HFCB to support the work of an inter-agency GBVIMS Steering Committee consisting of UNFPA, UNICEF, UNHCR, WHO, the International Rescue Committee (IRC), and the International Medical Corps (IMC).
Main Tasks & Responsibilities
A. Technical support
Provide on and off-site technical support to GBVIMS users – respond and/or coordinate with the GBVIMS SC and the Technical Team and follow-up on requests received for rollout support
Coordinate the processing of technical assistance requests for timely approval and deployment with the GBVIMS Steering Committee (SC) and the Surge team
Provide on-site and off-site technical support to rollout the Guidance Note on the intersections between GBVIMS and the Monitoring, Analysis and Reporting Arrangements on conflict-related sexual violence (MARA) in conflict and post-conflict settings
Provide coordination and technical support to the development of the next generation of the GBVIMS (Primero/GBVIMS+)
Participate as the representative of the GBVIMS SC in key relevant consultations and regular meetings on Primero/GBVIMS+ platform development and rollouts
Coordinate and provide technical support to specific phases of the development process
Coordinate, conduct and facilitate training on Primero/GBVIMS+ at the global level
Coordinate, facilitate and document field rollouts of the GBVIMS+
B. Inter-agency coordination
Lead the development of the GBVIMS project priorities and planning
Organize and coordinate the GBVIMS Annual Planning Meeting
Develop annual plan of action for the GBVIMS
Ensure effective coordination of the project at a global level
Conduct the daily management of the GBVIMS
Maintain and disseminate updated information on the GBVIMS rollout to the GBVIMS SC members
Coordinate monthly conference calls with the SC
Coordinate and facilitate weekly conference calls with the GBVIMS Technical Team
Set up a global monitoring system of the implementation of the GBVIMS
Collect baseline data on GBVIMS (on an bi-annual basis)
Ensure the continuous use and implementation of the tools developed to monitor the implementation of the GBVIMS
Lead the resource mobilization strategy for the GBVIMS
Formulate project proposals to support and/or sustain the GBVIMS project components
Coordinate with the GBVIMS SC the submission of the project proposals to potential donors
Develop interim/end-of-project reports for donors
Ensure implementation of the Joint Management Response (JMR) of the External Evaluation of the GBVMS
C. Programme Management and Implementation
Provide managerial and coordination support to the implementation of the GBV Capacity Development project
Effectively manage, coordinate and communicate project-related issues at the global level
Maintain and disseminate timely and updated information on the project to the GBVIMS SC and the Project team
Participate in conference calls organized with the implementing countries
Lead the project administration and budget management
D. Technical Representation
- Represent UNFPA on the GBVIMS in relevant forums and global networks
E. Other
- Carry out any other duties as may be required by the GBV Team Leader and the Chief, Humanitarian and Fragile Contexts Branch or the Director, Programme Division.
Work Relations
The GBVIMS Programme Specialist reports directly to the Gender Based Violence (GBV) Team Leader in HFCB/PD and will work in close collaboration with other GBV colleagues at HFCB, as well as with the inter-agency GBVIMS Steering Committee members. S/he will work with colleagues from UNFPA Regional and Country offices, as well as colleagues from other SC’s agencies and organizations in countries and contexts where the GBVIMS is/will be rolled-out. S/he will work with colleagues from UNFPA PD and other Departments/Branches when relevant and appropriate.
Qualifications and Experience
Education
Advanced university degree (Master's degree or equivalent) public health, social work, social science or other related degree. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Advanced university degree in or equivalent programming experience.
Knowledge and Experience
- 5 years of program management experience, preferably including at least 1 year implementing a GBV program in a humanitarian context
- Experience in developing and facilitating workshops and training
- Demonstrated capacity to analyze data/statistics for humanitarian operations
- Excellent computer skills: MS Word, Excel, Access and database software, including in depth knowledge of pivot table/chart analysis
- Demonstrated understanding of issues related to confidentiality, data safety and other ethical concerns related to the sharing on sensitive data between humanitarian agencies
- Demonstrated organizations skills: the ability to work independently and productively, with multiple stakeholders in a fast-pace environment
- Excellent interpersonal and communication skills: the ability to successfully and effectively liaise with people in a wider range of functions in a multi-cultural environment
- Flexible work attitude: the ability to work productively in a team environment and independently, and to handle requests or issues as they arise.
Language
Fluency in English. Working knowledge of another UN official language is desirable.
