1. Organizational Location
Context
Under direct supervision of the UNFPA Representative, the Partnerships and Communications Analyst plays a lead role in internal and external advocacy, communication and partnership strategies for UNFPA Algeria CO and will represent the Country Office in various fora. The incumbent will work in close cooperation with the country office program staff, the UN system, government counterparts, development partners and civil society organizations (including cultural and faith-based organizations) to ensure internal and external flow of communication and information, particularly with media, and to strengthen partnerships.
The analyst is expected to work collaboratively with the UNFPA team in country and keep close contacts with relevant colleagues in the regional office and HQs, namely at MCB and (partnerships/not sure of acronyms). S/he will provide technical advice to programme staff to effectively use communication strategies as an integral part of programming. The Analyst also takes on the lead role, to ensure UNFPA staff are kept abreast about the status of and events related to UNFPA mandate and UN reform and will contribute to the UN Algeria communication group.
2. Job Purpose
The Partnerships and Communications Analyst substantively contributes to the communication and partnership strategies for UNFPA Algeria CO in the areas of population and development, reproductive health and gender. S/he analyses and assesses relevant political, social and economic trends and provides substantive inputs to project formulation and evaluation, joint programming initiatives and national development frameworks. The Partnerships and Communications Analyst guides and facilitates the delivery of UNFPA’s programmes by Internal and external communication and advocacy for results mobilization. S/he ensures and guides the appropriate application of systems and procedures and develops enhancements if necessary.as to achieve the common goals and shared objectives, and demonstrate personal commitment to UNFPA’s mandate and vision.
Both internal and external contacts include exchange of information on broader aspects of the work area, which may include providing clarification of non-routine matters requiring technical input.
3. Major Activities/Expected Results 1**-Ensures regular expansion and implementation of a UNFPA CO partnerships and communication strategy which supports UNFPA’s mission in Algeria and the joint UN communication work towards the UNDAF.**
- Fine tuning and implementation of CO partnerships, advocacy and communications strategy based on the corporate and country office priorities taking into account the CO communications needs assessment. Ensures proper implementation, monitoring and adjustment of the strategy, this would include expanding networks of potential partners /influential stakeholders and setting key messages, and planning, developing and distributing communication materials.
- Initiate and support the Representative in partnerships expansion, assessments for CO and follow up on recommendations of the assessment and develop and maintain a pipeline of resource mobilization proposals including for in-kind contributions.
- Analysis of requirements and propose pragmatic ways to integrate advocacy and communication strategies into all aspects of UNFPA CO’s programme formulation and implementation. Provision of technical advice to UNFPA staff on partnerships and communications for development
- Establishes and maintains rapport with the programme team for constant scanning of UNFPA-produced research, surveys, assessments, notes to file, field-visit reports and other such internal information sources to identify, capture and make optimal communications capital/material of these for advocacy, media and capacity building purposes of the UNFPA staff, the UN system and UNFPA partners.
- Active participation in the UN Communication Group especially for key events pertaining to UNFPA mandate. Implement a CO publications strategy which would include to plan and take the lead on identification of storylines for publications and drafting of substantive articles contributing to public debates on key development issues
- Reviews all comms material produced in-house to ensure adherence to comms standards (graphic, language, content)
2-Public information management and strengthening of external relations with the aim of supporting UNFPA advocacy, programme and mandate of UNFPA especially pertaining to the SDGs and other global development agenda:
- Planning and implementation of public information campaigns on UNFPA and joint UN activities, particularly in relation to the achievement of ICPD.SDGs. Organization and implementation of public events such as commemoration of international days.
- Development and maintenance of fact sheets, talking points, information material. Promotion and dissemination of corporate advocacy materials for launching flagship initiatives and publications
- Maintenance of a strong partners and media network and provision of regular newsworthy information to the national and international media. Organization of media activities including roundtable discussions, press conferences, briefing sessions, interviews and media launches
- Ensure effective responses to media inquiries and timely access for journalists to subject matter experts.
- Forge a strong relationship with Government Communication Officers and support national capacity development in the field of communication.
- Production of regular communication to donors and other advocacy work to mobilize resources and support for UNFPA .
- Preparation of donor reports, education and community awareness activities as required to support program delivery.
- Ensure effective handling of ad hoc information requests.
3-Contributes professional communication inputs to emerging events throughout the year to maximize impact of UNFPA programmes and further partnerships with government counterparts as well as media for joint advocacy :
- Support the organization of high-level missions, events, launches and press conferences.
- Prepare talking points and background briefs for events and mission and develop/utilize visibility materials to ensure exposure and recognition of UNFPA /Delivering as One
- Collaborate with Government counterparts to take advantage of opportunities for joint advocacy work
- Partner with media to arrange interviews and coverage of emerging missions and events
- Organise field visit etc for partners, journalists in relation to high level visits and events
4-Contributions to continued improvement of the UNFPA website, intranet, CO web-based knowledge management system :
- Proactive content contribution, ensuring that the website and intranet are frequently updated, meet UNFPA’s corporate requirements and that all uploaded material is consistent
- Inputs to continued development of the office web sites based on corporate requirements in cooperation with the team working on this.
- Promotion of good information management and knowledge building in the organization as well as with partners and the general public.
- Identification and synthesis of best practices and lessons learned directly linked to programme country goals and activities.
5-Performing of any other task as may be assigned by the Representative
4. Work Relations
- The Partnerships and Communications Analyst maintains collaborative relationships with all programme and project staff at the CO. Internal contacts include the Assistant Representative, the Programme Specialist, the Programme Analyst, and the CO’s programme/ technical team. External contacts include other UN agencies in country and counterparts in Country programme activities.
5. Job Requirements
Education:
- Academic Requirements: Advanced university degree in social sciences, journalism, business development , communications and other related fields;
Knowledge and Experience:
- 2 years previous relevant work experience;
- Previous experience in the UN will be an advantage;
- Demonstrated results in partnership building and resource mobilization
- Good knowledge of media and public relations and solid understanding of Algeria political contexts as well as business environment;
- Strong advocacy skills, with a good understanding of strategic communication and communication for development; Knowledge of communications approaches for planning, executing, and monitoring communications strategies
- Excellent oral and written communications and editing skills in French, Arabic and English.
- Excellent computer/information systems skills
- Good knowledge of Atlas / PeopleSoft or other ERP system is desirable
- Demonstrated ability to work in a team environment.
- Languages: Fluency in oral and written French, Arabic and English
- Computer skills: Proficiency in current office software applications (MS Word, Excel, etc). Knowledge of Atlas application is an asset.
