:
UNFPA requires a technical expert in the area of gender-based violence (GBV/gender) and/or in the area of cash & voucher assistance (CVA/CBI/CBT) programming in humanitarian or early recovery settings. This full-time consultancy will support global CVA initiatives and the scale-up of CVA & GBV programming and capacity-building.
Background:
UNFPA country offices are scaling up their cash and voucher assistance (CVA) and the number of countries using this approach is growing. Cash assistance is a tool that will be strengthened and expanded as a part of UNFPA and its partners’ GBV case management.
In 2020 UNFPA’s executive management endorsed its Commitments to Scaling Up CVA that is high-quality and cost-effective to maximize results for women, girls and youth during crises, leaving no one behind. UNFPA uses CVA to contribute to prevention and response to gender-based violence, self-reliance, access to sexual and reproductive health services, and social protection. All of these areas support UNFPA’s strategic goals of eliminating gender-based violence, maternal mortality and the unmet need for family planning.
The consultant will provide CVA capacity building, programme support, and leadership or support to the continued roll-out of the cash in GBV case management approach in UNFPA country offices.
CVA programme support
Contribute to technical, operational and strategic support on CVA to country offices, particularly in Africa, as required. This may include capacity building (and adapting existing UNFPA materials to the region), review of proposals, response analysis steps, SOPs and CVA checklist, implementation and monitoring, and documenting learning. Support CVA & GBV design in collaboration with the Regional or Global CVA Specialist as relevant. Ensure quality and adhesion to UNFPA CVA Guidelines and related corporate policies and procedures.
Capacity-building in CVA and GBV
Develop and carry out training and capacity building on CVA and GBV case management in collaboration with CVA and GBV experts in priority countries, based on UNFPA’s existing learning materials. Identify skill and knowledge gaps and help country offices to address these through training, recruitment, etc.
Support for global initiatives
Follow-up on evidence-building and research collaboration with Johns Hopkins University. Support on the revision of learning materials and guidance. Feed into knowledge management and reporting products.
As well as any other support activities as required by the CVA team, Humanitarian Office, Geneva.

15 April 2022 - 30 September 2022 with possibility of extension

Home-based within 2 hours of the Geneva time zone or the Humanitarian Office, Geneva.

Monitoring and progress control, including reporting requirements, periodicity format and deadline:
Quarterly report on the CVA programme support, capacity-building and/or global activities supported. CVA Specialist/Global CVA team lead will provide ongoing progress control depending on the specific tasks assigned within the scope of work, depending on needs of the CVA team that may fluctuate due to humanitarian emergencies and re-prioritisation, on a bi-weekly basis via progress meetings. Deadline for completion of work is the end of the contract period.
Regular updates should be provided to the HO Director in collaboration with the CVA Specialist/team lead.
Supervisory arrangements:
The CVA & GBV Programme Officer reports to the Cash and Voucher Assistance Specialist/ Global CVA team lead in the UNFPA Humanitarian Office, Geneva.
Humanitarian office consultancies are under the overall guidance and supervision of the HO Director. All final products and deliverables will be approved by the Director.
Expected travel:
Potential travel to DRC and/or other countries as needed for roll-out of capacity-building and support. If the candidate is home-based, multiple meetings will take place in person with the supervisor in Geneva.
Required expertise, qualifications and competencies, including language requirements:
● Master’s degree, preferably in international relations, humanitarian affairs, economic development, or social sciences, and political science, or other related fields;
● Minimum five years of professional experience working on programming and technical support in the area of gender-based violence (GBV/gender) and/or in the area of cash & voucher assistance (CVA/CBI/CBT) programming in humanitarian or early recovery settings, with demonstrated knowledge of the other area. This could be in the field and/or advising the field, and ideally a combination thereof;
● Experience in building the capacity of technical teams, including personnel and partners. Experience in emergency programme implementation;
● Flexibility and adaptability and ability to manage multiple tasks concurrently
● Ability to think and work logically and work precisely with attention to detail in a high paced and often stressful environment;
● Experience in an advisory role to multiple countries or regions is an asset;
● Familiarity with UNFPA programming in humanitarian and/or early recovery contexts is an asset.
● Fluency in English is required, with excellent written and verbal English skills;
● Fluency in French is an asset;
● Experience in an advisory role to multiple countries or regions is an asset;

Inputs / services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable:
If the incumbent is based in Geneva, office space will be provided at least two days a week on a shared basis according to a common calendar.
