UNFPA Surge Capacity Roster - Humanitarian Coordinator

Background Information

UNFPA has committed to scale up its humanitarian response and increase organizational capacity with a focus on preventing and responding to gender-based violence and addressing sexual and reproductive health needs in emergencies. To support this organizational need, the development of a Global Emergency Roster will ensure UNFPA has access to a pool of qualified individuals to deploy for short-term emergency assignments (up to three months for internal staff and up to six months for non staff). UNFPA invites suitable, interested and available personnel (staff members and current UNFPA consultant contract holders), as well as, qualified independent humanitarian professionals to apply for registration in the Global Emergency Roster in the following areas where our current need is strongest: Gender Based Violence (GBV) in Emergencies, Sexual and Reproductive Health, Operations, Senior Emergency Coordination, Humanitarian Coordination, Communications specialists and Human Resources in Emergencies experts.

As part of the selection process for participation in the 2020 workshop, which is currently in a five-day format (with final dates to be confirmed, most likely June 2020) participants may be invited to participate in a video interview, technical assessment and written essay. In preparation for the workshop, selected candidates will also be asked to complete up to 40 hours of pre-learning exercises that consist of relevant E-learning course(s), webinars and associated readings. The training will have a strong focus on our intervention areas of GBV in emergencies, as well as SRH in emergencies however, candidates will be assessed according to the profile for which he/she is being considered for surge assignment.

Candidates who successfully complete the training and are technically cleared by the attending assessors during the in-person training will be added to the Global Emergency Roster and considered for surge deployment in an emergency setting.

Candidates may apply in either English or French.

La mise en contexte

UNFPA s’est engagé à développer sa réponse humanitaire et à augmenter sa capacité organisationnelle en mettant l’accent sur la prévention et la réponse à la violence basée sur le genre, et la prise en charge des besoins de santé sexuelle et reproductive dans les situations d’urgence. Dans ce but, UNFPA a établi un Roster Global d’Urgences qui permet à l’organisation d’assurer l’accès à un vivier de professionnel(le)s qualifiés qui peuvent être déployé(e)s rapidement et pour des périodes courtes de quelques semaines a quelques mois. Dans le cadre de cet appel à candidature, nous cherchons tout particulièrement à agrandir le vivier pour répondre aux besoins en ressources humaines expérimentées dans les pays francophones. UNFPA invite les candidats éligibles, francophones et expérimentés, intéressés et disponibles (qu’ils soient personnels fonctionnaires des Nations Unies et consultants présentement sous contrat, ou professionnels humanitaires indépendants) à postuler pour intégrer le Roster Global d’Urgences dans les domaines suivants où se situent actuellement nos plus grands besoins : Violence Basée sur le Genre (GBV) dans les situations d’urgences, Santé Sexuelle et Reproductive (SSR), Opérations, Coordination Humanitaire, Ressources Humaines et Communications.

Dans le cadre du processus de sélection pour la participation à la semaine de formation et de sélection 2020 en français programmées du 15 au 19 juin, les participants seront sélectionnés sur la base d’un entretien vidéo, une évaluation technique et un essai écrit. En préparation pour l’atelier, les candidat(e)s sélectionnés auront à compléter jusqu’à 40 heures d’exercices préparatoires, sous forme de cours en ligne, webinaires, et lectures associées. La formation sera axée sur la prévention et la réponse à la violence basée sur le genre dans les situations d’urgence, la mise en place de services de santé sexuelle et reproductive ainsi que sur des aspects transversaux tels que communication, négociation, leadership, Devoir de Diligence (Duty of Care), principes humanitaires ou encore la protection contre les actes d'exploitation et les abus sexuels (PSEA). A l’issue de la formation, les candidat(e)s devront passer une simulation ou’ ils/elles seront évalue(é)s par rapport à leurs compétences et habiletés pratiques relatives au profil du poste auquel ils/elles ont postulé et pour lequel ils/elles seront évalué(e)s.

Les candidats peuvent postuler en anglais ou en français.

Main Tasks & Responsibilities

Under the overall supervision of the UNFPA CO Representative and /or Head of Office, and the direct supervision of the Deputy Representative, the incumbent will assist the Country Office in the planning, coordination and implementation of UNFPA’s humanitarian interventions focusing on our four key emergency thematic areas of Gender Based Violence, Sexual Reproductive Health, Youth in Emergencies and ensuring the appropriate management of relevant data in such circumstances.

The incumbent will provide direct support to Country Offices affected by the crisis in the acute response phase and, in consultation with the Representative and the Deputy Representative, will closely work with national authorities, humanitarian agencies, civil society and local counterparts to provide humanitarian assistance to the crisis affected communities in a manner consistent with the methodology outlined in the Inter-Agency Standing Committee Cluster system and Humanitarian Programme Cycle whilst complying to the Humanitarian Standard Operating Procedures.

The scope of the activities listed below may vary depending on the length of assignment and phase of the crisis.

Programme Development and Implementation

  • Ensure inclusion of SRH, GBV in joint UNCT/UNDAC missions and other rapid assessments in close collaboration with RH and GBV officers.

  • Advise the UNFPA CO ; assist in the preparation for and participate in coordination meetings relating to emergency response, and ensure follow up.

  • Support the development of CERF, Flash Appeal and bilateral and other humanitarian donor proposals and ensure quality review.

  • Coordinate the implementation of the UNFPA Standards Operating Procedures for humanitarian settings and ensure relevant staff are sensitized and provided guidance on their application and delivery

  • Liaise with UNFPA ROs, SROs and HQ units to share information, provide necessary updates and seek guidance as necessary.

  • Identify areas of collaboration with humanitarian agencies and national counterparts to address SRH, youth,GBV issues in their plans, and programmes.

  • Liaise with community organizations, faith-based organizations, and community leaders to increase their participation in the process of planning, monitoring and evaluating activities.

  • Participate in CO and other cluster/ inter-agency meetings as needed.

Rapid Assessments/field visits

  • As appropriate, participate in /ensure inclusion of UNFPA’s core Areas of Responsibility of Gender Based Violence in relevant agency or inter-agency rapid field/needs assessments of the crisis-affected populations.

  • If applicable, visit IDPs and host communities and conduct in-depth interviews with community leaders, and other agencies present on the ground to gather information on the immediate needs of the people and the services to be provided.

  • Undertake missions and assessments as appropriate to recommend strategic approaches and to address issues, such as SRH, HIV/AIDS, gender, GBV, mental health and psychosocial issues, data and young people.

Orientation / Training

  • Orient Country Office on Humanitarian Reform and UNFPA’s role within the reform, especially as it relates to the Cluster Approach and the contents CERF Life-Saving Criteria and provide overall orientation on UNFPA’s humanitarian mandate and Standards Operating Procedures (SOPs)

  • Familiarize/orient the CO with existing rapid needs assessment tools.

  • Familiarize/orient the CO staff with existing UNFPA emergency procedures.

Coordination

  • As requested, coordinate CO’s various interventions and represent UNFPA at Cluster / Working Group coordination meetings to share knowledge and ensure comprehensive understanding.

  • Ensure inclusion of UNFPA mandate through participation in existing Clusters, and/or, if appropriate, assist in the establishment of working groups to address RH, GBV and gender.

  • Liaise with other sectors/Clusters (such as health, protection, WASH, camp management, education, logistics, early recovery) to ensure inclusion of UNFPA’s mandate.

Communication/ Reporting

  • Assist the CO in preparing relevant advocacy material and updates for relevant stakeholders and partners including donors.

  • Assist in providing regular updates to OCHA and/or Cluster leads on UNFPA’s humanitarian interventions to be included in situation reports (i.e.: OCHA SitRep).

  • Track and regularly update supported humanitarian interventions (i.e. status of funding proposals, distribution of supplies, training).

Resource Mobilization/Humanitarian funding

  • Ability to mobilise resources with major humanitarian donors

  • Advocate for inclusion of UNFPA’s mandate and interventions in resource mobilization efforts, including humanitarian funding mechanisms such as Flash Appeal/CERF.

  • As necessary, identify and organize meetings with in-country donors to discuss resource mobilization opportunities and trends and maintain good working relationship with relevant donors.

Capacity Development

  • Provide coaching to newly recruited staff and consultants, where appropriate and if supervising any surge responders, ensure surge are equally providing coaching to relevant staff in their TOR’s.

  • Coach and build the capacity of relevant staff members and staff of implementing partners responding to emergency/humanitarian crisis, as needed.

Qualifications and Experience

  • Advanced degree preferably in medicine, public health, social sciences, humanitarian response, international relations or a related field.
  • 5 to 7 years of relevant experience in coordinating, developing and implementing humanitarian interventions in crisis settings.
  • Knowledge of the humanitarian reform process and roles/responsibilities of humanitarian actors.
  • Strong analytical, coordination and organizational skills.
  • Track record of building and maintaining trust strategic alliances and partnerships with relevant stakeholders including other UN agencies, government institutions, NGO’s and INGOs as well as donor groups, with strong communication and networking skills
  • Proficiency in English. Depending on the duty station, another UN language such as French, Spanish, Arabic, Chinese or Russian may be required.
