Background Information
UNFPA has committed to scale up its humanitarian response and increase organizational capacity with a focus on preventing and responding to gender-based violence and addressing sexual and reproductive health needs in emergencies. To support this organizational need, the development of a Global Emergency Roster will ensure UNFPA has access to a pool of qualified individuals to deploy for short-term emergency assignments (up to three months for internal staff and up to six months for non staff). UNFPA invites suitable, interested and available personnel (staff members and current UNFPA consultant contract holders), as well as, qualified independent humanitarian professionals to apply for registration in the Global Emergency Roster in the following areas where our current need is strongest: Gender Based Violence (GBV) in Emergencies, Sexual and Reproductive Health, Operations, Senior Emergency Coordination, Humanitarian Coordination, Communications specialists and Human Resources in Emergencies experts.
As part of the selection process for participation in the 2020 workshop, which is currently in a five-day format, (with final dates to be confirmed, most likely June 2020) participants may be invited to participate in a video interview, technical assessment and written essay. In preparation for the workshop, selected candidates will also be asked to complete up to 40 hours of pre-learning exercises that consist of relevant E-learning course(s), webinars and associated readings. The training will have a strong focus on our intervention areas of GBV in emergencies, as well as SRH in emergencies however, candidates will be assessed according to the profile for which he/she is being considered for surge assignment.
Candidates who successfully complete the training and are technically cleared by the attending assessors during the in-person training will be added to the Global Emergency Roster and considered for surge deployment in an emergency setting.

La mise en contexte
UNFPA s’est engagé à développer sa réponse humanitaire et à augmenter sa capacité organisationnelle en mettant l’accent sur la prévention et la réponse à la violence basée sur le genre, et la prise en charge des besoins de santé sexuelle et reproductive dans les situations d’urgence. Dans ce but, UNFPA a établi un Roster Global d’Urgences qui permet à l’organisation d’assurer l’accès à un vivier de professionnel(le)s qualifiés qui peuvent être déployé(e)s rapidement et pour des périodes courtes de quelques semaines a quelques mois. Dans le cadre de cet appel à candidature, nous cherchons tout particulièrement à agrandir le vivier pour répondre aux besoins en ressources humaines expérimentées dans les pays francophones. UNFPA invite les candidats éligibles, francophones et expérimentés, intéressés et disponibles (qu’ils soient personnels fonctionnaires des Nations Unies et consultants présentement sous contrat, ou professionnels humanitaires indépendants) à postuler pour intégrer le Roster Global d’Urgences dans les domaines suivants où se situent actuellement nos plus grands besoins : Violence Basée sur le Genre (GBV) dans les situations d’urgences, Santé Sexuelle et Reproductive (SSR), Opérations, Coordination Humanitaire, Ressources Humaines et Communications.
Dans le cadre du processus de sélection pour la participation à la semaine de formation et de sélection 2020 en français programmées du 15 au 19 juin, les participants seront sélectionnés sur la base d’un entretien vidéo, une évaluation technique et un essai écrit. En préparation pour l’atelier, les candidat(e)s sélectionnés auront à compléter jusqu’à 40 heures d’exercices préparatoires, sous forme de cours en ligne, webinaires, et lectures associées. La formation sera axée sur la prévention et la réponse à la violence basée sur le genre dans les situations d’urgence, la mise en place de services de santé sexuelle et reproductive ainsi que sur des aspects transversaux tels que communication, négociation, leadership, Devoir de Diligence (Duty of Care), principes humanitaires ou encore la protection contre les actes d'exploitation et les abus sexuels (PSEA). A l’issue de la formation, les candidat(e)s devront passer une simulation ou’ ils/elles seront évalue(é)s par rapport à leurs compétences et habiletés pratiques relatives au profil du poste auquel ils/elles ont postulé et pour lequel ils/elles seront évalué(e)s.

Main Tasks & Responsibilities
Under the overall supervision of the UNFPA CO Representative and/or the Head of Office, the SRH Specialist will be responsible to promote SRH services in crises, recovery and post crises situations; facilitates the procurement and delivery of emergency medical supplies and equipment; orients on SRH related issues (including reproductive, maternal and newborn health, family planning information and services, STIs and HIV prevention, care and treatment, and care for survivors of sexual violence). Coordinates, and actively participates in health coordination meetings, and assists in resource mobilization, establishing relevant partnerships with other humanitarian stakeholders, NGOs, donors and government counterparts. When the situation stabilizes, guides on the establishment of comprehensive SRH services.
Programme Development and Implementation
- Assist in developing Country Office (CO) humanitarian response plan;
- Provide technical and related programme leadership, management advice and strategic support and guidance to the region, in Integrated SRH , including for emergency preparedness, humanitarian assistance, recovery and transition in collaboration with technical and programme staff in the Regional Offices and Sub-Regional Offices (RO/SRO);
- Orient UNFPA CO staff, Implementing Partners, and both regional and national authorities in planning and implementing SRH programmes;
- Explore opportunities and entry points for UNFPA to design SRH interventions for specific at-risk/vulnerable groups affected by a crisis;
- Assist in developing/adapting protocols for selected areas in programme coordination (such as syndromic case management of sexually transmitted infections (STIs), referral for emergency obstetric care, medical response to survivors of sexual violence, counseling and family planning services, etc.);
- Assist in designing initiatives targeting needs of adolescents related to SRH;
- Support the CO to accelerate implementation of activities funded through Central Emergency Response Fund (CERF), UNFPA Emergency Response Fund, and other donors funded projects;
- Support the CO on the coordination of humanitarian issues and to prepare reports and SitReps, as required.
Partnership and Coordination
- Ensure that SRH needs are addressed within the Health cluster (if cluster approach is applied in the emergency context) and within the Office for the Coordination of Humanitarian Affairs (OCHA) Situation Reports.
- In coordination with Health Sector/cluster and SRH partners, establish SRH coordination mechanism.
- Maintain working relationships and share relevant information with the UN Joint Team on HIV and other partners working in the area of Integrated SRH.
- In close collaboration with the UN Agencies and other partners, assist the CO in preparing for reintegration of Internally Displaced Persons (IDPs)/returnees.
- Liaise with UNHCR to provide SRH services and commodities (i.e. male and female condoms under the existing UNHCR condom partnership) for IDP, refugee populations;
Establish linkages between existing RH and Gender Based Violence (GBV) programmes and ensure integration of HIV prevention aspects.***Resource Mobilization***
Assist CO in developing proposals and fund raising for SRH programming.
Monitoring and Evaluation
- Monitor Integrated SRH assistance provided by UNFPA through implementing partners to crisis affected populations, in particular IDPs/returnees, and ensure adequate RH requirements are being met.
- Conduct monitoring visits, if requested.
- Maintain database on SRH commodities and supplies dignity kits and share information with coordinating UN agencies and host communities - NGO and government implementing partners.
Capacity Development
- Provide coaching to newly recruited staff and consultants, where appropriate.
- Coach and build capacity of staff members and staff of implementing partners responding to humanitarian/emergency crisis, as needed.
Qualifications and Experience
- Advanced university degree in Medicine, Public Health, or relevant Social Sciences;
- 5-10 years on Integrated SRH programme development and management and preferably in an emergency context (e.g. implementation of the MISP);
- Field experience in complex emergencies, including humanitarian emergency response;
- Ability to develop and coordinate Integrated SRH and/programmes that target adolescent refugees, IDPs/returnees and their host communities;
- Proficiency in English. Depending on the duty station, another UN language such as French, Spanish, Arabic, Chinese or Russian may be required.
