Organizational Setting
The Programme Coordinator ensures the effective management of UNFPA activities in the areas of population and development, reproductive health and gender within the respective Province. You will oversee the project formulation and evaluation, joint programming initiatives and national development frameworks. You will lead the programme team within the Province and will collaborate with the CO’s management and staff.
You will report directly to the UNFPA International Programme Coordinator

In the efforts to reduce the high mortality ratio in PNG as well as advancing gender equality and reproductive rights, preventing and responding to GBV, and increasing evidence-based planning, implementation and monitoring of national policies, including at the sub national levels and humanitarian settings where implementation challenges are significant; UNFPA is seeking candidates that transform, inspire and deliver high impact and sustained results; we need principled and ethical staff, who embody human rights norms and standards, and who will defend them courageously and with full conviction; we need staff who are transparent, exceptional in how they manage the resources entrusted to them and who commit to deliver excellence in programme results.
Job Purpose:
You will contribute to the management of UNFPA programme activities in the areas of population and development, reproductive health and gender in development and humanitarian settings at the level of the Province. Working to advance the ICPD policy agenda in a challenging environment, you will respond to changing priorities of the Provincial Government, promoting partnership and strategic alliances with counterparts in government, multi-lateral and bilateral agencies and civil society and the local communities within the Province. You will contribute to UN systems coordination through participation in policy dialogue and provision of inputs into joint common system initiatives.
Reporting to the UNFPA International Programme Coordinator, you will act on her/his behalf as required.
Main Tasks and Responsibilities:
A. Programme Management
- In collaboration with other partners within the Province, oversee the management of the UNFPA programme in respective area according to UNFPA programme policies and procedures.
- Oversee the achievement of programme results by ensuring appropriate policies and procedures are applied by programme team and counterparts, and appropriate monitoring and oversight mechanisms and systems are established and implemented.
- Brief the UNFPA Representative and management team on the socio-economic and political conditions in the area and their implications for the UNFPA-supported programmes and activities.
- Provide technical and substantive support to implementing partners and state/local officials, as necessary.
- Participate in the United Nations Common Country Assessment and Development Assistance Framework exercises as part of the broader UN Reform initiatives.
B. Advocacy and Partnerships
- Conduct substantive policy dialogue with Government counterparts and UN and other development partners working at the Province level to facilitate the incorporation of UNFPA programme priorities and ICPD agenda into national and sub-national plans and strategies, UN systems initiatives and development frameworks.
- Provide strategic inputs towards advocacy efforts of the Country Office by preparing or reviewing relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles and participating in donor meetings and public information events.
- Create and deliver effective evidence-based advocacy messages to promote UNFPA programme goals taking into account political and cultural sensitivities at the respective Province.
- Advise on and build strong technical and programme multi-sectoral partnerships for advocacy for the Programme of Action of the International Conference on Population and Development through national institutions, networks, alliances and coalitions.
C. Management of resources
- Participate in the formulation of the annual work plans and monitor their day-to-day implementation through consultations, correspondence and field visits.
- Contribute substantially and strategically to resource mobilization initiatives; assist in the formulation and implementation of a resource mobilization strategy for the country and mobilize resources to fill gaps.
- Support the UNFPA international programme Coordinator in ensuring systems of accountability for the management of Country Office resources as per UNFPA policies and procedures.
- Support in tracking and monitoring UNFPA’s reproductive health (RH) commodities by establishing a monitoring mechanism/system that takes into account warehouse capacity, access, utilization rate, coverage and distribution;
D. Knowledge Management
- Support in documenting the best practices and approaches, create a strong knowledge base for sharing with UNFPA staff and other counterparts with a view to increase efficiency and effectiveness on programme delivery.
- Work with local media agencies to help publicize UNFPA’s work through press releases, radio, articles, documentaries, etc.
E. Capacity Development
- Coach and supervise national professional and support staff as assigned to the Province, providing them with managerial direction and motivation;
- Undertake capacity building among UNFPA staff and counterparts for issues pertaining to programme and financial management and advocacy towards the Programme of Action of the International Conference on Population and Development.
Carry out any other duties as may be required by UNFPA leadership.
Qualifications and Experience
Education:
Advanced degree in Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management or other related discipline.
Knowledge and Experience:
- 5 years of progressively responsible professional experience in the field of development and population activities, including programme designing, appraisal and management.
- Demonstrated ability to refine programme design to ensure alignment of organizational programme objectives to national priorities/capacities.
- Clear understanding of the local context is essential.
- Proven ability to lead and manage teams to achieve demonstrable results.
- Excellent written and oral communication skills to foster engaged partnerships at a high level of representation and to maintain political partnerships.
Languages:
Fluency in English; knowledge of other official UN languages, preferably French and/or Spanish, is desirable.
