Organizational Setting
The Programme Analyst, RHCSC is located at the UNFPA Papua New Guinea Country Office (CO) and reports to the International Programme Specialist (FP/MH/RHCS) particularly to plan and deliver the supplies programme and support other maternal health initiatives. Due to the linkages of supplies in humanitarian settings you will also support the International Programme Coordinator.

Job Purpose:
You will be responsible to support the substantive contribution to the strategic planning of meeting RH commodity needs and assist the country of PNG to move towards more predictable, planned and sustainable nationally driven approaches to securing essential supplies and ensuring their use. UNFPA works closely with the PNG National Department of Health (NDOH) to support Reproductive Health Commodity Security (RHCS) and Comprehensive Condom Programming (CCP) activities; to this end you will also expected to build staff capacity to manage the procurement and logistics of RH commodities in the National Department of Health.
Main Tasks & Responsibilities
You would be responsible for:
A. Programme Management
- Contribute substantively and coordinate the design, planning and management of UNFPA’s GPRHCS program, ensure quality of programme design by incorporating lessons learned, best practices, newly developed policies, establishing appropriate execution and monitoring mechanisms and systems and analysing technical soundness of programme strategies and interventions.
- Coordinate the implementation of the GPRHCS annual work plan, monitoring the programme budget and ensuring financial transactions are processed in accordance with UNFPA financial rules, regulations and procedures.
- Review RH procurement requests from NDOH and other buyers, and initiate procurement procedures according to UNFPA procurement guidelines, providing any necessary follow up support to ensure RH commodities purchased are processed, delivered, and cleared from PNG ports or airports in a timely manner.
- Handle permit applications (health, import permit and customs clearance) for various consignments, and finalize documents for payment.
- Stock in and ensure that after a consignment is successfully delivered to NDOH and partners, the credit note and stocks are entered into the data base (UNFPA Shipment Tracker) and all required paper work completed.
- Assist and provide inputs in the development of policies and standards of practice in areas defined in the PNG Government’s Reproductive Health Policy on issues related to RHCS/CCP.
- Submit quarterly reports on work output, quarterly purchases by suppliers and budget expenditure to GPRHCS focal points at the regional and headquarter levels. Participate in the (NDOH, MSB) stock take process of RHCS when required.
B. Advocacy, Policy Dialogue and Partnership
- Analyse and interpret the political, social and economic environment relevant to RHCSC program and identify opportunities for UNFPA assistance, advocacy and policy dialogue.
- Keep abreast of new policy developments and strategies analysing policy papers, strategy documents, national plans and development frameworks, and prepare briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks.
- Assist advocacy and resource mobilization efforts of the Country Office by preparing relevant documentation, i.e. programme summaries, conference papers, speeches, donor profiles and participating in donor meetings and public information events.
- Maintain collaborative relationships with the NDOH and other relevant government line ministries and departments, civil society constituents, the United Nations funds, programmes and specialized agencies and other development organizations.
- Participate in the United Nations Delivering as One as part of the broader UN Reform initiatives.
C. Monitoring and Evaluation
- Closely monitor and evaluate RHCS/CCP program activities to identify best practices as well as analyse factors and constraints affecting the achievement of results, share them with the relevant UNFPA programme teams and implementing agencies, and in case of constraints, recommend solutions to overcome them.
- Conduct regular field visits to monitor the quality and timely implementation of the RHCS/CCP program activities, as well as arrange periodic reviews with counterparts and other partners, participate in review meetings, and prepare regular inputs to status and progress reports.
- Manage data inputs, collate, validate and analyse data related to RHCS/CCP in PNG, keeping abreast of emerging issues in RHCS/CCP nationally and globally, and share this knowledge with NDOH staff, relevant Government Departments, Development Partners and colleagues.
- Help create and document knowledge about current and emerging youth, population development trends, RH and gender issues, by analysing programme strategies, approaches and ongoing experience for lessons learned, best practices, and share with management for use in knowledge sharing and planning future strategies.
- In collaboration with Operations staff, regularly monitor and report on the use of supplies, equipment and other resources procured for the government and non-government implementing partners.
D. Capacity Development
- Provide support to NDOH and partners’ staff in areas such as forecasting, financing, quality control, distribution, stock taking, inventory and reporting of RH commodities.
- Identify capacity development needs in relation to RHCS and coordinate training and capacity building activities for NDOH staff and stakeholders on topics related to RHCS and supply chain management.
- Ensure overall quality programme implementation by contributing significantly to design, management, and supervision of effective trainings, orientation sessions and other capacity building programmes for different categories of stakeholders.
- Liaise with government counterparts to ensure the timely delivery of technical assistance to all projects which fall under the YPG programme component.
Any other relevant activities/responsibilities as assigned by the Supervisor, Representative and/or Deputy Representative.
Qualifications and Experience
Education:
Advanced degree in health, pharmacy, business administration or other related social science field.
Knowledge and Experience:
- Minimum of two years of progressively responsible professional experience in the development sector with practical experience in programme management, providing capacity development and policy support.
- Prior working experience in the area of Reproductive Health Commodity Supply Chain management is essential.
- A clear understanding about the existing laws, policies, strategies and action plans in relation to RHCSC.
- Experience using office software packages and web-based management systems.
- Previous work experience with the UN/UNFPA is an asset.
Languages:
Fluency in English; knowledge of other official UN languages, preferably French and/or Spanish, is desirable.
