The Position:

The Gender Analyst is responsible for securing technical inputs to the planning, conceptualization, implementation, monitoring and assessment of gender and gender-based violence (GBV) interventions in development and emergency settings.

You will report directly to the National Gender Specialist.

Job Purpose:

In a highly complex operating environment, you will contribute to the effective management of UNFPA activities in the areas of GBV and Gender, including in humanitarian settings.

You will facilitate the delivery of UNFPA’s gender and GBV workplans and the appropriate application of systems and procedures.

You will be expected to analyze and assess relevant political, social and economic trends and provide substantive inputs to project formulation and evaluation, joint programming initiatives and national development frameworks.

You would be responsible for:

A. Programme Development

• Contribute substantively to the formulation and design of the country programme and its Gender/GBV component in line with Government priorities and according to UNFPA programme policies and procedures.

• Ensure quality of programme/project design by incorporating lessons learned, best practices, newly developed policies, establishing appropriate execution and monitoring mechanisms and systems and analysing technical soundness of programme strategies and interventions.

• Provide substantive inputs to mainstreaming gender and GBV in the other components of UNFPA’s country programme.

• Help create and document knowledge about current and emerging gender and GBV issues, by analysing programme, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and share with management for use in knowledge sharing and planning future strategies.

• Facilitate programme baseline and evaluation studies, and other relevant research undertakings for the Gender/GBV component.

B. Advocacy, Partnership and Coordination

• Facilitate advocacy and resource mobilization efforts of the Country Office by preparing relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles and participating in donor meetings and public information events.

• Participate in the United Nations Common Country Assessment and Development Assistance Framework exercises as part of the broader UN Reform initiatives

• Participate in gender and GBV coordination platforms and technical task forces at national and sub-national levels. Facilitate efforts to develop a multi-sectoral and inter-agency referral and reporting mechanisms, information sharing, coordination tools, as well as monitoring and evaluation endeavours as part and parcel of the broader GBV response.

• Provide substantive inputs to the development of GBV Referral System and standard operating procedures and guidelines on incorporating gender and GBV in disaster preparedness, response and early recovery efforts.

• Facilitate the inclusion of GBV into Emergency Response Fund, Central Emergency Response Fund and other appeal processes and documents.

C.Management of resources

• Participate in the formulation of Gender/GBV work plans and facilitate their day-to-day implementation through consultations, correspondence and field visits.

• Facilitate project implementation establishing collaborative relationships with implementing partners, experts, government counterparts and the United Nations funds, programmes and specialized agencies facilitating timely and efficient delivery of project inputs and addressing training needs of project personnel.

• Contribute substantively to donor reports, project documents and concept notes.

Carry out any other duties as may be required by UNFPA leadership.

Qualifications and Experience

Education:

Advanced university degree in Gender Studies, Law, Social Work or any other relevant field of study.

Knowledge and Experience:

• At least 2 years of experience in managing adolescent and youth sexual and reproductive health and participation programmes;

• Demonstrated ability to refine programme design and to ensure alignment of organizational programme objectives to national priorities;

• Extensive knowledge of Pakistan’s socio-cultural issues, legal provisions, and systems of administration;

• Experience in conducting GBV-related research is preferable;

• Knowledge of rights-centered approaches and gender mainstreaming;

• Strong interest in development work, especially the mission of the United Nations Population Fund and dedication to the principles of the United Nations;

• Knowledge of the UN system would be an advantage;

• Excellent writing, communication presentation and computer skills.

Languages:

Fluency in English and Urdu are required, knowledge of local languages is an asset.
