The Position:

The Project Manager will be responsible for managing and coordinating the deliverables of the third phase of the HLCM-PN (High Level Management Committee - Procurement Network) project. The main deliverable is the production of harmonized key United Nations (UN) procurement templates. She/he will report directly to the Chief, Procurement Services Branch, UNFPA/Advisory Chair, HLCM PN working group on Harmonization.

Job Purpose:

The project “Procurement Process and Practice Harmonization in Support of Field Operations” by the High Level Committee on Management (HLCM) Procurement Network (PN) working group on harmonization includes representatives from 17 organizations of the UN system and represents more than 95% of the procurement spend of the entire UN system.
Phase I of the project was initiated in 2011 and provided important outputs on UN procurement harmonization, for example updated guidelines on UN procurement collaboration. The results achieved during phase I of the Project motivated an extension of the project to its second phase.
Phase II of the project started in November 2013. It focused on: (1) extending the support for collaboration at both headquarters- and country-level through harmonizing procurement interface, (2) promoting HQ-level collaboration, (3) promoting HQ support to field collaboration, and (4) providing additional capacity-building support to target countries.
Through Phase I and Phase II, the PN established basic policy support, expanded the global awareness and capability in collaboration, and established the monitoring and evaluation scheme to record results of collaboration.
The focus of Phase III will be on harmonizing key UN procurement templates and development of such harmonized templates.

You would be responsible for:

A. General management of the project including reporting

• Develop a project work plan and continuously monitor it

• Prepare work packages and identify together with all involved UN agencies the teams that will be assigned work packages

• Follow-up on timely completion of work packages

• Provide financial management of the project including reporting, ensuring budget lines are not exceeded, etc.

• Prepare expenditure reports for external distribution jointly with the UNFPA Finance unit

B. Development and implementation of common procurement prototype templates

• Agree together with all involved UN agencies about the procurement templates that need to be harmonized further to the assessment study conducted under Phase II of the project and based on priorities and recommendations agreed by the UN agencies

• Ensure inputs for the harmonization of existing procurement templates are provided by the teams assigned to the task

• Ensure consensus is reached between all UN Agencies in order for the draft templates to be approved by the project team

C. Get buy-in and endorsement from the UN Procurement Network

• Share with all UN Agencies of the UN Procurement Network the harmonized documents approved by the project for no objection

• Prepare a request for official endorsement of the deliverables of the project by the HLCM-PN management board

• Make the harmonized/new common procurement prototype templates available through the Global Market place platform (see www.ungm.org)

D. Evaluation of the project

• Ensure a final evaluation and assessment of the project is conducted

• Create an end project report and lessons learnt report

Carry out any other duties as may be required by the project leadership.

Qualifications and Experience:

Education:

Advanced university degree in business administration, procurement, economics, business/commercial law or related discipline is required.

Knowledge and Experience:

• 5 years of work experience in the fields of procurement. Additional experience in law, project management, or business process analysis in the UN system or other international organizations would be an asset.

• Experience in coordinating inputs and working with large teams.

• Experience in drafting procedures, guidelines and procurement/logistics documents will be considered an asset.

• Familiarity with state-of-the-art data analysis, and business process analysis would be a strong advantage.

• Field experience with one or more UN agencies, in particular in operations, procurement or logistics, will be considered an asset.

Languages:

Fluency in English is required; knowledge of other official UN languages is an asset.
