Background Information:

In direct support of UNFPA’s strategy to achieve the ICPD (International Conference on Population and Development) goals and SDGs (Sustainable Development Goals) and to provide support for quality assurance of reproductive health commodities, the incumbent will be based in the Procurement Service Branch (PSB) in Copenhagen.
Job Purpose:
The consultant will provide assistance to the Prequalification and Quality Assurance team at UNFPA PSB under the supervision of the Technical Specialist to support the aims of the Quality Assurance project in cooperation with the Reproductive Health Supplies Coalition (RHSC), World Health Organization (WHO) and other key partners. The Assistant’s duties will evolve around the following dimensions:
- Programme management –supports programme/project implementation using and developing appropriate mechanisms and systems and ensuring compliance with established procedures
- Supplier Management – providing the QA team with an accurate and active supplier base in support of UNFPA quality assurance and procurement requirements.
- Administrative support to guideline development and research reviews on new product developments, innovations and technology.
4.Capacity building – support trainings on condom and IUD regulations.

Major Activities **
***1.* Support the UNFPA/WHO pre-qualification programmes**
Programme support
● Assists coordination of UNFPA/WHO pre-qualification programme for male condoms (including, but not limited to: coordinating submissions and document reviews, preparing and maintaining annual inspection plan, arranging on-site inspections, coordinating workflow with external consultants, monitoring and following up on corrective actions of manufacturers from inspection findings
● Participates in the preparation of annual and quarterly programme work plans, and arranges for relevant work planning meetings within the office and with counterparts;
● Facilitates preparation of programme review meetings, drafts minutes of meetings and provides any other necessary logistical support to such activities;
● Assists in providing updates on the progress of the various condoms and IUDs manufacturers prequalification status
● Assist in the development, drafting and updating of relevant SOPs
● Support efforts to improve programme implementation and efficiency
2. Support operational aspects of achieving harmonization of policies, guidelines and mechanisms for management of reproductive health commodities
Budget and Financial Resources
● Assists with preparing budget revisions based on approved workplans and justifications, and monitors programme budgetary commitments;
● Provide assistance in preparation of year-end financial and programmatic reports;
● Checks and examines various project financial reports for accuracy and consistency against approved budgets;
● Takes required actions on operational and financial closure of projects in line with UNFPA programming guidelines.
● Assist with providing donor reports on project progress and contribute to efforts in resource mobilization
3. Administrative support
● Assists in developing technical guidelines
● Assists in the coordination of the development of technical specifications
● Prepares necessary documentation, minutes of meetings and notes to file for relevant transactions (e.g. grant agreements, services contracts);
● Ensures facilitation of knowledge‐sharing with partners and stakeholders
● Drafts routine project related correspondence;
● Assists in providing background research on new innovations and the latest development within the RH field.
4. Coordinate regional and in-country trainings and capacity building on Condom and IUD prequalification, Condom Programming, Regulations and harmonization.
● Assists in the coordination of in-country, regional and global prequalification workshops and meetings for Member States, manufacturers and stakeholders
● Provide administrative support for prequalification capacity building
● Coordinate logistics (e.g. meetings arrangements, travel etc.) for participants in prequalification, testing and regulation of condoms and IUDs workshops
● Facilitates project activities, or relevant missions, by arranging meeting schedules, coordinating logistical support, collecting reference documents, and maintaining records;
Job Requirements
Education:
● Completion of Secondary education is required.
● Advanced university degree (or equivalent: i.e. CPA, ACCA, Jurist Doctor, etc) in Public Health, Pharmaceutical, Chemistry, Health care, Business Administration or related field would be very useful and weighted accordingly, but is not a requirement.
● Qualification in logistics and supply chain management will be useful, but is not a requirement.
Knowledge and Experience:
● Five years or more of relevant work experience is required, preferably in the public sector, administration, health care, UN, UNFPA, pharmaceutical industry.
● Note that an Advanced university degree (or equivalent: i.e. CPA, ACCA, Jurist Doctor, etc) in Public Health, Pharmaceutical, Chemistry, Health care, Business Administration or related field in combination with 3 years of appropriate work experience may be accepted in lieu of 5 years of experience.
● Experience with project management is an advantage
● Knowledge of reproductive health commodities and medical terminology is an asset
● Experience in international procurement and logistics is desirable
