Standard Training Programme Development for Humanitarian Response (UNFPA)

**The landscape of humanitarian action has changed considerably over the past years. Inter-related global trends, such as climate vulnerability, demographic change, and forced migration have led to increased demand for humanitarian action. There is ample evidence that women, children and adolescents are disproportionately affected by crisis. In the immediate aftermath of disasters, women and girls are further vulnerable to violence and exploitation, including FGM, trafficking, forced and early marriage, domestic violence and sexual assault (Global Fund for Women, 2005). Providing accessible, affordable, acceptable and quality Reproductive, Maternal, Neonatal, Child and Adolescent Health services across the humanitarian-development continuum is a global public good. This is also a priority of the UN Secretary-General’s Every Woman Every Child movement and essential for the realization of the Sustainable Development Goals (SDGs).

UNFPA's humanitarian imperative is to ensure that every woman and girl affected by an emergency or crisis has access to the services and protection she needs to preserve her health and dignity. UNFPA has increased its strategic focus on humanitarian response which includes the technical response but also an efficient operational response. This critical element is where the capacity development is necessary for our organization to improve its reputation as a credible partner in humanitarian response. Over time, the Surge training and assessment workshop has proven to be a successful format to both assess and prepare future surge roster members for deployment in emergency situations. At the same time there have been numerous requests from both regional and country offices that a similar type format and/or content based be developed for staff who do not necessarily wish to surge, but require comprehensive understanding of UNFPA’s emergency prevention and response particularly those serving in high risk duty stations. It has therefore been agreed that a standard training programme be developed to meet this need and provide relevant staff with comprehensive knowledge and skills in UNFPA’s humanitarian areas of intervention.

Objective: deliver the Training Package by 15 May

UNFPA Talent Management Branch is seeking a consultant to develop a 5 day standardised training programme to develop the capacity of UNFPA staff to function more efficiently in humanitarian contexts. All aspects of UNFPA’s humanitarian prevention and response effort should include: the technical response related to UNFPA’s key areas of intervention, i.e. Gender Based Violence (GBV) and Sexual Reproductive Health as well as the more operational aspects essential to master during an emergency that are in line with the UNFPA humanitarian Standard Operating Procedures. This includes aspects around the management of Human Resources, Finance and Logistics, as well as, Resource mobilization during times of rapid onset or protracted crises. The expected end-product will be a standardised training program with a participant’s manual, a facilitator’s manual and accompanying material, such as Powerpoint slides, tools, and templates**

i. Stock-taking and Consultations

The consultant(s) will initially be responsible for the collection and review of both existing UNFPA and other relevant curriculum to identify good practice models. This stock-taking exercise should include a thorough review of consultations, feedback, surveys, and annual reports that pertain to the subject area. Focus groups with key partners is recommended.

ii. Curriculum Development

Based on this stock-taking, and in close consultation with the HFCB and Talent Management Branch, the curriculum be presented in the form of a standard training package that includes a facilitator’s & participant’s manual and relevant material. The framework should outline all training modules, and include the following elements: (i) learning objectives of the module; (ii) total time allocated to the module; (iii) proposed activities, each timed out; (v) notes on adaptation of the activities, including illustrations to be added, description of accompanying resources/handouts/flip charts to be developed, etc. vi) means to assess learning transfer vii) a simple satisfaction survey to assess participant feedback.

iii. Validate the Content

The consultant(s) will undertake one mission to UNFPA to facilitate a regional workshop with TMB and HFCB. The consultant(s) will then revise the framework to incorporate the outcomes of the validation process.**

Selection Criteria for the principal consultant
● Master or PhD in sociology, anthropology, economics, learning, international development,
humanities or a related field.
● At least seven years of experience in curriculum development, with a focus on Sexual Reproduction &
Health,, GBV and humanitarian response.
● Demonstrated ability to lead dialogue with client countries on curriculum development.
● Fluency in both French and English is an asset
● UNFPA will provide the consultant with relevant documents including existing training modules and
material as well as training needs assessment results that will be used to help guide the prioritisation
of content type and training participant profiles that will be targeted by this training.
● UNFPA will also be sure to introduce the consultant tor relevant internal staff members and external
partners.
● Travel and DSA costs for the field visit exercise will be covered by UNFPA.
