Background and Overview
UNFPA APRO used to contract a consultant to develop the excel platform, the Return On Investment (ROI) Tool in 2017. In 2018, UNFPA APRO would like to contract a new consultant to develop the existing ROI tool on excel platform to a new version on a web platform environment, for further dissemination and utilization by external partners.
Key tasks and responsibilities:
The current phase builds upon the success achieved during phase 1, when the original Excel-based ROI Tool was developed and expanded. Thus the current phase will focus on developing and implementing a web-based ROI Tool that can be deployed remotely to support ROI analyses at factory level.
In keeping with the current Excel-based tool, the web-based/online tool should have some key characteristics in order to be successfully and widely used:
· The tool must be simple and easy to understand: it should provide an easily accessible platform for business managers or administrators to understand, identify and correctly input all required data needed to generate the results;
· The tool should generate evidence and results in a convenient and compelling manner: a mix of graphs, data and tables which are easy to understand, and short textual explanations or information on the results should be generated. It should be easy to export, share or save the results in a format which allows further sharing and dissemination (e.g. exporting all results in a pdf or word document);
· The tool should be able to account for longer term scenarios: it is expected that business managers might be interested in generating different results and plans by estimating different expected outcomes and data for their companies. The tool should be able to provide this flexibility, allowing for long-term estimates and scenarios;
· When dealing with technical data and information on Family Planning, the tool should be able to provide simple explanations on those concepts, even if direct inputs by business managers are not required and data is pre-loaded (e.g. through a wizard or user manual to be developed in conjunction with the main software).
· The tool should provide appropriate mechanisms to ensure the safety and integrity of the data and reassure users that their sensitive data and anonymity will be strictly preserved. The tool should also enable users create a personal profile/account to store data and save the different scenarios/options generated for easy reference.
· The consultant will also support the preparation and implementation of a users’ consultation workshop, tentatively scheduled to take place in Phnom Penh, Cambodia in May 2018.
Deliverables expected from the consultant:
Below are some general technical observations and key features of the intended product. The developer is required to provide more specific details and alternative options to reach the key features and objectives listed above. The selected developer is required to:
· Carry out technical development activities and make any technical adjustments to enable the ROI Tool to be migrated to a web-based platform from the current Excel-based solution;
· Create secure, robust and stable data management infrastructure for the web-based solution;
· Support the preparation and participate in users’ consultation workshop. Gather user feedback to ensure consistency with end-user expectations according to use-cases. Incorporate user feedback into the tool following the consultation.
Organizational Setting
The consultant is expected to work independently, while reporting and having a close contact with the Health Economics Technical Advisor at UNFPA APRO
The consultant will receive written and verbal feedback on the preparation of the presentation materials, through phone calls and email exchanges to take place during the duration of the contract. Monitoring and feedback will be provided in real time during the workshop participation and presentation which will take place in May 2018 in Cambodia.
Duration and Work Schedule
The consultancy will be 12 weeks from 1 April 2018. The consultant will work on home based.
Expected travel:
The consultant is required to attend a users’ consultation workshop, tentatively scheduled to take place in Phnom Penh, Cambodia in May 2018.
Qualifications and Experience:
· Master's degree or equivalent in computer science, systems theory or other related fields;
· A minimum of 7 years professional experience developing and maintaining IT systems and data analytics;
· Familiarity with UNFPA, global health funders and other international development organizations in developing countries is an asset.
· Strong presentation and communications skills, experience with making presentations and communicating complex issues to large audiences.
