Background and Overview
UNFPA, the United Nations Population Fund, is the lead UN agency for delivering a world where every pregnancy is wanted, every birth is safe, and every young person's potential is fulfilled. UNFPA is on the ground improving lives in about 150 countries that are home to 80 per cent of the world’s population. In these countries, the Fund is a catalyst for progress.
While the regional interventions action plan (RIAP) 2018-2021, will cover diverse areas of activity, UNFPA will strive to ensure coherence of all activities around advancement of human rights, particularly (a) the reproductive rights of women and girls; (b) inclusive development that foments respect for difference and solidarity with those left “furthest behind”; and (c) evidence-based and participatory policy making that promotes consensus and collective effort among diverse sectors of society.
Scope of Work:
The consultant is expected to provide support RIAP Implementation for Outcome 1 and cross-outcomes data analysis as below details:
- · Draft analytical notes in support to the implementation of the sexual and reproductive health and rights (SRHR) component of the APRO regional programme (Outcome 1) which includes the policies to prioritize access to SRHR services and information; high-quality and integrated information and services for family planning, comprehensive maternal health, sexually transmitted infections and HIV; building an effective health workforce for quality and integrated SRH services; and accelerate family planning sustainability; regional and national accountability mechanisms for SRHR;
- · Provide data analysis notes across Outcomes 1,2, 3 and 4 to support synergy around the Strategic Plan 2018-2021, the three transformative results and in delivery of the RIAP 2018-2021.
- · Support the requesting officer to coordinate research activities on SRHR access, utilization, costing and sustainability, including with research institutions and Implementing Partners;
- · Support dissemination of UNFPA APRO policy briefs and other policy-oriented publications and communications related to SRHR information, analysis of research and data, and other issues as requested related to SRHR;
- · Share information with country office SRHR focal points;
- · Assist in the preparation of regional and global events such as World Population Day and other thematic areas;
- · Lead the creation of communications assets such as articles, blogs, photos, videos and other social media outputs, and other communications strategy on SRHR-related programmes and projects;
- · Assist in coordination and maintain close communication with all UNFPA APRO organizational units on issues and activities related to the particular thematic area (SRHR).
Organizational Setting
The consultant is expected to work full time basis at UNFPA Regional Office in Bangkok. The consultant will work under the guidance of UNFPA APRO Adviser on Health Economics.
Deliverableexpected from the consultant:
The following schedule of quarterly deliverables is initially agreed. The schedule may be revised and further refined based on discussions during monthly briefing sessions with the requesting officer:
Quarter 1:Activities
- Support planning and preparation for regional consultation on the sustainability of family planning
- Participation in regional consultation (may require mission travel)
- Support dissemination of SRH and UHC regional study, including liaising with ADB focal point
Quarter 1: Deliverables
- Meeting agenda and compilation of background materials
- Short meeting report (2-4 pages) with key takeaways for dissemination via oped
- Blog publication summarizing key study results
Quarter 2: Activities (subject to successful achievement of deliverables in Q1)
- Support APRO internal discussions to frame workplace provision of SRH services and ensure rights-based approach is used to complement ROI economic arguments
- Support planning and preparation for two regional meetings on workplace provision of SRH services (garment sector ROI)
- Participation in regional meeting (may require mission travel)
Quarter 2: Deliverables
- Background paper articulating APRO’s approach to guide workplace interventions to promote SRH services access
- Meeting agenda and compilation of background materials
- Short meeting report (2 pages) with key takeaways for dissemination via oped
Quarter 3: Activites (subject to successful achievement of deliverables in Q2)
- Provide data and analytics notes across Outcomes 1,2, 3 and 4
- Develop Tor of a regional community of practice (COP) on financing for development
Quarter 3: Deliverables
- Publication of oped comparing current national maternal mortality ratios with historical time trend in high performance countries
- Google community website with compilation of bibliographical and data resources to inform COP members
- Initiate the publication of monthly/quarterly newsletter highlighting key relevant development on financing for development
Quarter 4: Activities (subject to successful achievement of deliverables in Q3)
- Prepare summary paper for dissemination of APRO engagement on budget analysis and advocacy for SRH funding allocation
Quarter 4: Deliverables
- Publication of oped summarizing key results
In addition to the specific deliverables above, the consultant will conduct literature reviews, carry out research and data analysis and produce notes and other publications to support the implementation of Outcomes 1, 2, 3 and 4. Monthly deliverables with that respect will be agreed with the requesting officer during reports at monthly briefing sessions
Expected travel:
Several travel missions are foreseen, with prior approval by the Regional Director
Qualifications and Experience:
- University degree in social sciences, economics, international relations, public administration, or other related field.
- Four years of relevant, professional working experience in programmes and development in the context of Asia-Pacific Region.
- Substantive knowledge and practical experience in sexual and reproductive health policies, health economics, gender, sexual and reproductive health rights, innovation and communications, research and analytical skills.
- Excellent communication and writing skills.
- Self-initiative and ability to operate independently with remote supervision.
- Skills on data and analytics for communication: familiarity with visualization software (e.g. Tableau) and publications design packages.
- Familiarity with UNFPA’s work and mandate is highly desirable.
- Fluency in English
Other Desirable Skills: Initiative, strong conceptual and analytical abilities, sound judgment, strong communication and advisory skills, ability to create and sustain networks and advocacy, facilitation and liaison skills, negotiation skills, administrative and management skills, leadership skills, strong interest in development work, especially the mission of the United Nations Population Fund and dedication to the principles of the United Nations.
