TERMS OF REFERENCE for Development of Gender Mainstreaming Manual and Checklist for Health sector
Hiring Office: UNFPA South Sudan Office Purpose of consultancy: There are several gender issues currently existing in South Sudan that impact on health in particular maternal health. South Sudan has the highest maternal mortality ratio in the world (2,054 maternal deaths/ 100,000 live births). Skilled attendance at delivery is very low and can be explained by both systemic and cultural factors. Literacy rate for women is 14% according to (SSHS, 2010) with only 21.8% of women between15-49 of age having attended primary or secondary school. This low rate of girls completing secondary school has negatively affects the number of young women who could qualify for entry into higher education programmes as compared to young men. The rate of child marriage is estimated at 40% (SSHS,2010) and subsequent pregnancies also contribute to high levels of discontinuation of education or disruptions in the work life of many young women. The high level of insecurity and increasing incidence of violence also impact on the deployment and placement of existing women workforce, particularly health care professionals such as midwives in rural communities and counties especially in those states with high levels of violence.
South Sudan has prioritized the reduction of maternal mortality in its Development Plan (2012-2016). The achievement of this priority will require promoting the equal participation of women and men in decision making ; supporting women and girls to fully exercise their universal rights to access to high quality SRHR information and services; reducing the gap between women's and men's access to and control of resources and the benefits of development. The Ministry of Health (MoH) has recognized the need for integrating gender and gender based violence issues in the health sector with the establishment of this multi stakeholder Gender Technical Working Group (TWG) under the supervision of Reproductive Health Directorate within MoH.
Ministry of Health, in collaboration with United Nations Population Fund (UNFPA) are leading the implementation Phase II of the Strengthening Midwifery Services (SMS) project (2016-2020) with the funding from Global Affairs Canada (GAC) and the Government of Sweden. SMS Phase II project builds on the activities and lessons learned from the past Phase, and focuses on scaling up midwifery education, increasing capacity for delivery of emergency obstetric care, improving clinical practice for midwifery, nursing, Associate Clinicians and Medical students, and ensuring deployment plan for graduates and regulatory framework are in place. The project will also strengthen and develop the capacity of South Sudan Nurses and Midwives Association to function effectively and efficiently. .
- Rationale As a basis for building the capacity of service delivery points to deliver culturally, gender and GBV sensitive and human rights midwifery programmes MoH with funding from UNFPA seeks to engage a consultant to develop Gender Mainstreaming training manual and gender mainstreaming checklist for the Health Sector, particularly in midwifery
Scope of work:

Specific Objectives
The main aim of the Consultancy is to develop a standard Gender training manual and midwifery programme gender mainstreaming check list for the Health Sector particularly in midwifery services in South Sudan. Specifically, the consultant is expected to;
- Undertake an analysis of the current Health sector capacity and needs to inform the training tool
- Assess the capacity of the MOH system to adequately mainstream gender in planning and programming for GBV response in South Sudan
- Develop Gender training Manual based on identified gaps and needs
- Provide a tool/checklist and approach to support MoH and midwifery project to use in mainstreaming gender issues; and
- Present the Training manual and the Mainstreaming tool at a validation meeting
Expected Deliverable Under the overall supervision of Director General of Reproductive Health at the MoH, and working closely with the TWG the Consultant is expected to deliver the following tasks; Inception report that should be submitted after the initial consultative meeting with MOH and UNFPA. Draft gender and GBV mainstreaming Manual for MOH Design the Gender mainstreaming checklist for midwifery programme, particularly midwifery The final manual and checklist should be submitted both in hard and soft copy after incorporating the comments of the reviewers (within 2 days after receiving the comments) Present the draft manual and checklist at validation meeting
Duration and working schedule:
The total duration of the Consultancy will be for 30 working days (including days and weekends from the date of signing contract. All the days will be spent in Juba.

Juba ONLY-South Sudan
Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):
30 man days and delivery of the assignment on the last 30th Day (upon signing of Contract)
Presentation at the Validation meeting Submission of products (Soft and Hard copies)
Monitoring and progress control, including
MoH- Director for Reproductive Health and UNFPA Gender Specialist will be responsible for monitoring progress guided by the agreed deliverables in the inception report
reporting requirements, periodicity format and deadline:
Supervisory arrangements: UNFPA Gender Specialist and DG-Reproductive Health
Expected travel: Within Juba
Required expertise, qualifications and competencies, including language requirements:
a) Academic QualificationsA Master’s degree in gender and development, women’s studies and human rights, social science, public health or a combination of university degrees in related areas.
b) Years of Experience
A minimum of 10 years’ in Gender mainstreaming capacity building particularly in Health Sector.
Familiarity with the health sector, Gender and GBV issues and ICPD agenda will be an added advantage.
Demonstrated understanding of how to apply gender and GBV mainstreaming in Health sector activities.
Extensive experience in developing gender mainstreaming strategies.
Has experience working with a wide set of stakeholders on MoH, UNFPA mandate.
c) Language and other skills: Excellent knowledge of written and oral communication in English.
Computer skills: full command of Microsoft applications (word, excel, PowerPoint) and other relevant software based on the assignment.
