TERMS OF REFERENCE FOR GENDER/GBV SENSITIVITY for Selected Health Facilities in South Sudan Hiring Office: UNFPA South Sudan Country Office Purpose of consultancy: There are several gender issues currently existing in South Sudan that impact on health in particular maternal health. South Sudan has the highest maternal mortality ratio in the world (2,054 maternal deaths/ 100,000 live births). Skilled attendance at delivery is very low and can be explained by both systemic and cultural factors. Literacy rate for women is 14% according to (SSHS, 2010) with only 21.8% of women between15-49 of age having attended primary or secondary school. This low rate of girls completing secondary school has negatively affects the number of young women who could qualify for entry into higher education programmes as compared to young men. The rate of child marriage is estimated at 40% (SSHS,2010) and subsequent pregnancies also contribute to high levels of discontinuation of education or disruptions in the work life of many young women. The high level of insecurity and increasing incidence of violence also impact on the deployment and placement of existing women workforce, particularly health care professionals such as midwives in rural communities and counties especially in those states with high levels of violence.
South Sudan has prioritized the reduction of maternal mortality in its Development Plan (2012-2016). The achievement of this priority will require promoting the equal participation of women and men in decision making ; supporting women and girls to fully exercise their universal rights to access to high quality SRHR information and services; reducing the gap between women's and men's access to and control of resources and the benefits of development. The Ministry of Health (MoH) has recognized the need for integrating gender and gender based violence issues in the health sector with the establishment of this multi stakeholder Gender Technical Working Group (TWG) under the supervision of Reproductive Health Directorate within MoH.
Ministry of Health, in collaboration with United Nations Population Fund (UNFPA) are leading the implementation Phase II of the Strengthening Midwifery Services (SMS) project (2016-2020) with the funding from Global Affairs Canada (GAC) and the Government of Sweden. SMS Phase II project builds on the activities and lessons learned from the past Phase, and focuses on scaling up midwifery education, increasing capacity for delivery of emergency obstetric care, improving clinical practice for midwifery, nursing, Associate Clinicians and Medical students, and ensuring deployment plan for graduates and regulatory framework are in place. The project will also strengthen and develop the capacity of South Sudan Nurses and Midwives Association to function effectively and efficiently. .
- Rationale As a basis for building the capacity of service delivery points to deliver services that responds to strong gender/GBV including CMR services. MoH with funding from UNFPA seeks to engage a consultant to map gender/ GBV services that exists in the health sector in South Sudan including the environmental friendly practices within the targeted Facilities. Scope of work:
(Description of services, activities, or outputs) Objectives; The main aim of the consultancy is to map the existing Gender/ GBV responsiveness including practices within the health facilities towards environmental sustainability efforts. Specifically, the consultant is expected to; - Assess knowledge of gender/ GBV issues including CMR of Health personnel at facility level
- Assess the availability, type and location of Gender and GBV services including Clinical Management of Rape capacity of selected Health Facilities in South Sudan
- Assess the accessibility, acceptability, affordability, and quality and gender/ GBV responsiveness of the said services
- Document any gaps and gender related barriers in accessing the existing services in selected facilities
- Conduct rapid environmental assessment to ensure no negative effects on the environment
- Assess the environment friendly practices and best practices and gaps at the Health facilities
- Make recommendations for addressing identified gaps and barriers
- Expected Deliverable
Under the overall supervision of Director General of Reproductive Health at the MoH, and working closely with the TWG the Consultant is expected to deliver the following tasks;
Develop data assessment tool
Submit an inception report Conduct individual and focus group interviews with key organizations and individuals working in the health sector
Submit a detail report of the existing gender / GBV responsiveness including environmental friendly practices of selected Health facilities South Sudan, with clear recommendations on how to address the identified gaps Develop a user friendly gender/GBV guide for use by health service providers at facility level
Duration and working schedule: The total duration of the consultancy will be 30 working days (5 working days per week) from the date of signing the contract. ( 10 days in Juba and 15 days in the field (
Place where services are to be delivered: South Sudan (Selected 14 Health Facilities) Juba and Selected States Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.): Delivery of the assignment within the 30 days (upon Signing of Contract) Presentation of findings at the Validation meeting Electronic Copies of Report and the Guide Monitoring and progress control, including reporting requirements, periodicity format and deadline: MoH and UNFPA will be Responsible to Monitor Consultant s work based on agreed Inception report and agreed deliverables. The final deliverables will be submitted to UNFPA on the 30th day, as the last day of the consultancy Supervisory arrangements: UNFPA Gender Specialist and MoH (RH Director) Expected travel: Within Juba (10 days and Other states (15 days (where the selected Health Facilities are located in the states) 5 report writing Required expertise, qualifications and competencies, including language requirements: Academic Qualifications
a) Master’s degree in gender and development, women’s studies and human rights, social science, public health or a combination of university degrees in related areas. b) Years of Experience A minimum of 5 years’ experience in research including undertaking gender and GBV mapping. Familiarity with the health sector, Gender and GBV issues and ICPD agenda will be an added advantage. Extensive research experience including conducting gender and GBV related mapping. Has experience working with a wide set of stakeholders on MoH, UNFPA mandate. c) Language and other skills:
Excellent knowledge of written and oral communication in English. Computer skills: full command of Microsoft applications (word, excel, PowerPoint) and other relevant software based on the assignment.
