Adolescent Girl Programming Expert for the Whole of Syria

TERMS OF REFERENCE

UNFPA Arab States Regional Office/ Syria Crisis hub

Purpose of consultancy:

Develop a strategic framework for the Whole of Syria Gender Based Violence and Reproductive Health sectors on address the specific needs of adolescent girls (10-19 years old).

The Syria Humantiarian Needs Overview of 2017 identified adolescent girls as a particularly vulnerable group to sexual violence and to child marriage in Syria. Based on these findings and consultations held by the GBV Area of Responsibility and the Reproductive health groups of the Whole of Syria, it was agreed to develop a strategy that would address the specific needs, in particular, focusing on reproductive health and gender based violence, of adolescent girls in Syria.

Scope of work:

UNFPA is seeking a consultant to support the strengthening and expansion of adolescent girl-focused programming in Syria. The resulting strategy should be cross-cutting, drawing upon best practices and existing strategies to meet the unique needs of adolescent girls in Syria.

Deliverables:

Phase 1

Desk review of existing resources and global best practices on adolescent girl programming with specific recommendations on most appropriate resources for Syria context.

Phase 2

Draft strategy and tools based on desk review and consultations with GBV and RH coordinators and key partners and sectors such as child protection in Gaziantep, Amman and Damascus. The strategy should include:

  1. Strategic approach, including training, mentoring and supervision strategies and tools that can be used through remote and direct programming.

  2. Training and facilitation manual based on existing tools and best practices

  3. Monitoring and evaluation framework (including baseline assessment)

  4. The strategy must include clear steps to follow with specific time frames.

Phase 3

Lead Consultation workshop that includes orientation on adolescent girl programming and introduction to the strategy, tools and approach for comments, feedback and vetting.

Phase 4

Adapt/ review strategy and tools based on consultation workshop

Phase 5

Implement adolescent girl programming strategy including initial trainings and establishment of supervision and mentoring programme.

Phase 6

Final report and lessons learned. Recommendations for improvements and reflecting changes needed.

Duration and working schedule:

The consultant will be hired from March 2017 to June 2017 for a total of 45 days

Place where services are to be delivered:

The consultancy will be home based with 2 trips planned. Firstly to Gaziantep at the start and 1 trip to Gaziantep and Amman at the end of the project to roll-out materials and conduct training. Total time in the field is expected to last maximum 4-5 weeks.

Delivery dates

· Within 1 week of start: Consultative phone call(s) with GBV / RH coordinators and advisors working in Syria (total 1 day)

· Within 2 weeks of start: Desk review of existing resources and global best practices on adolescent girl programming with specific recommendations on most appropriate resources for Syria context. (3 days)

· Development of draft strategy to UNFPA with regular consultation with UNFPA and GBV /RH coordinators (10 days)

· By mid-April April: Mission to Gaziantep to meet with partners and lead 2 days adolescent girl workshop / orientation and presentation of stools and strategy to partners for vetting (5 working days)

· By beginning of May. Revised implementation strategy and tools. (6 days)

· End of May-June roll-out trainings / mentoring and supervision. 10 working days mission to Amman and 10 working days mission to Gaziantep.

Total = 45 days

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

In addition to major deliverables listed above, the consultant is expected to work with the supervising team as per workplan that will be developed at start of project.

The acceptance of services at the end of each completed deliverable will be certified through a Certification of Payment to be counter signed by both parties (IC and UNFPA) and a daily log sheet to be submitted by the consultant including the details of working days and tasks.

Expected travel:

Mission to Gaziantep, Turkey in April and June 2017

Mission to Amman in May 2017

(Dates are approximate and are subject to change based upon availability of key stakeholders and changing implementation context)

Required expertise, qualifications and competencies, including language requirements:

  • Master’s degree or higher in relevant subject areas
  • 7-10 years of professional experience, with at least 3 years of overseas work experience in implementing adolescent RH and GBV programs.
  • Expertise in adolescent sexual and reproductive health required
  • Proven experience designing and implementing national programme strategies in adolescent RH and GBV services
  • Fluent in English is required and Arabic language skills is highly desired
  • Experience working remotely across program sites to achieve stakeholder participation and consensus

Inputs / services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable:

· Provision of materials that exist

· RH and GBV AoRs in all operations hubs in Syria, through the Coordinators and Advisors will provide technical guidance and input as the project develops.

· UNFPA will design and translate in Arabic final materials.

· UNFPA will arrange flights, accommodation and DSA.

Other relevant information or special conditions, if any:

UNFPA will accept submission from a team. While it is not required that the lead consultant speak Arabic, it is highly desirable. As a result, if the selected top candidate does not speak Arabic, UNFPA would encourage support from a more junior candidate who has experience in implementing adolescent girl programmes in Arabic.
